SERIES NATURE OF WORK: The Certification, Accreditation, and Licensing Inspector job series describes work in the inspection, investigation, and enforcement of state certification, accreditation, licensing, and work practice laws and regulations, and in the inspection and analysis of bedding, upholstery, and stuffed toys.
DEFINITION: This is entry level training work performed within an assigned geographic area learning the technical and procedural actions used to determine compliance with Pennsylvania certification, accreditation, licensing, and work practice laws and regulations; and inspecting and analyzing bedding, upholstery, and stuffed toys.
An employee in this job participates in a structured and on-the-job training program designed to develop competency and skill in inspection and investigation activities to determine compliance with state certification and accreditation requirements and work practice laws and regulations. Work involves assisting Certification, Accreditation, and Licensing Inspectors with inspecting asbestos and lead-based paint abatement sites; inspecting the labeling of filled bedding, upholstered furniture, and stuffed toys to determine compliance with laws and regulations relating to registration, disinfection, and sterilization; and the preparation of reports. Work is performed with greater independence as learning progresses and technical proficiency is acquired. Supervision is received from a Certification, Accreditation, and Licensing Inspector Supervisor who reviews work in progress and upon completion for adherence to established technical and procedural standards.

• Participates in classroom instruction and on-the-job training.
• Assists in the inspection of asbestos abatement sites to ensure that all workers are properly trained and certified in accordance applicable state and federal regulations.
• Assists in the inspection of lead-based paint abatement sites to ensure that all workers are properly trained and certified, and to ensure that all lead-based paint abatement work is performed in accordance with the work practice standards of applicable state and federal regulations.
• Assists in the auditing of asbestos and lead-based paint training courses presented by accredited training providers to ensure that all subject matter is adequately addressed and presented in accordance with the applicable federal and state laws and regulations.
• Assists in administering certification exams to individuals newly trained in lead abatement.
• Assists in inspecting locations that make, store, or sell new or secondhand bedding, upholstered items, and stuffed toys to determine compliance with labeling, registration, sterilization, disinfection, and stuffing material requirements of applicable laws and regulations.
• Assists in inspecting sterilization and disinfection records maintained by renovators, secondhand dealers, rental facilities, and auctioneers.
• Assists in inspecting training material records maintained by asbestos and lead abatement companies and training providers to ensure they meet federal and state requirements.
• Assists in conducting tests utilizing an ultraviolet device to detect the chemical disinfection of secondhand bedding and upholstered furniture and analyzes the results for compliance.
• Prepares draft reports of findings for review by a higher-level inspector and logs approved inspection reports in the tracking system database.
• Completes a daily log and monthly report of activities performed.
• Travels to inspection sites in remote locations.
• Operates motor vehicles.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to follow oral and written instructions.
• Ability to perform basic mathematical functions such as addition and subtraction and to calculate percentages.
• Ability to operate motor vehicles.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year of experience in building maintenance or construction, workplace safety or inspection, retail sales, or customer service;
or
• An equivalent combination of experience and training.
SPECIAL REQUIREMENTS:
• All positions require possession of an active motor vehicle license.
• All employees must obtain a valid Commonwealth of Pennsylvania asbestos worker training course completion certificate, a valid Commonwealth of Pennsylvania lead-based paint activities worker training course completion certificate, and a valid Commonwealth of Pennsylvania lead-based paint activities inspector training course completion certificate within the probationary period.
