HEALTH FACILITY CONSTRUCTION AND SAFETY INSPECTION MANAGER

DEFINITION: This is management work administering the inspection and enforcement of state building safety, and occupational health and safety laws and regulations for all health care facilities.

The employee in this class is responsible for managing on a statewide basis inspections and enforcement of Federal and state laws and regulations governing the proper construction and utilization requirements of governmental and non-governmental health care buildings and safe practices and working conditions
within those buildings. Work involves planning and managing the activities of safety inspection supervisors and their staff assigned geographically throughout the state. Employees are responsible for planning the overall inspection program for assigning general areas of responsibility and providing for an overall review of inspections. Work is performed with considerable independence with review through reports and conferences by an administrative superior.

EXAMPLES OF WORK: Manages, on a statewide basis, the health care facility construction and safety inspection program in relation to the inspections and enforcement of state and Federal laws and regulations governing building construction, renovation, and utilization of these facilities.

Plans, organizes and manages the overall program statewide, assigns projects, and schedules and directs the flow of work.

Develops through individual and group conferences the performance level of subordinate supervisors and staff.

Initiates corrective disciplinary action for subordinate supervisors and staff.

Receives grievances or complaints, oversees the conduct of initial investigations into causes and conditions, discusses with supervisor and/or employee, and resolves grievances and complaints.

Plans, manages, evaluates and participates as required in the training of safety inspectors statewide.

Reviews inspection reports as required, concentrating on the more difficult or problem cases.

Holds periodic conferences with inspection supervisors to discuss enforcement problems and to instruct on departmental rules, regulations and procedures.

Oversees actions taken against violators, including the initiation of court action.

Supervises central office functions and related clerical activities.

Confers with various civil, industrial, labor and safety organizations to interpret state laws and regulations and secure cooperation in their enforcement.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of Federal requirements pertaining to construction and alteration of health care facilities as embodied in the minimum requirements of Construction and Equipment for Hospital and Medical Facilities, and other related publications.

Knowledge of the Life Safety Code as it applies to governmental and non-governmental health care facilities.

Knowledge of design and construction practices relating to governmental and non-governmental health care facilities.

Knowledge of the procedures, techniques and formats utilized in the preparation of interdepartmental agreements and memorandums of understanding.

Ability to plan, organize and assign work to subordinates.

Ability to evaluate employee performance and prepare employee performance evaluation reports.

Ability to train subordinates in the interpretation and application of rules, regulations, policies and procedures.

Ability to manage employees effectively.

Ability to establish and maintain effective working relationships with subordinates, co-workers, consultants, contractors, higher level management, other governmental officials and the general public.

Ability to communicate effectively, both orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: Two years as a Safety Inspection Supervisor;

or

Four years of safety inspection work involving the inspection of buildings or employment conditions relative to occupational health and safety, including two years of supervisory or administrative experience in any field;

or

Any equivalent combination of experience and training.
