JOB TITLE: COMMISSIONED BOILER INSPECTOR

SERIES NATURE OF WORK: The Commissioned Boiler Inspector job series describes work in the inspection and certification of boilers, unfired pressure vessels, liquefied petroleum gas (LPG) facilities, and flammable and combustible liquids installations.

DEFINITION: This is specialized technical work in the inspection and certification of the design, construction, and installation of boilers, unfired pressure vessels, LPG facilities, and flammable and combustible liquids installations.

An employee in this job conducts inspections to certify boiler and related systems, ensure their safe operation, and determine compliance with applicable state regulations and American Society of Mechanical Engineers (ASME) design standards. Work involves conducting inspections and reviews to determine compliance; assessing vessel design, construction, and installation; completing inspection reports and related documentation; making recommendations for issuance or denial of operating certificates; preparing documentation for incidences of noncompliance; providing testimony at hearings; and providing consultative guidance to the regulated community on compliance with state laws, regulations, and industry standards. Employees provide direction to Commissioned Boiler Inspector Trainees through on-the-job training and classroom instruction. Work is performed independently and is reviewed by a Commissioned Boiler Inspector Supervisor for adherence to state and industry requirements.

DISTINGUISHING CHARACTERISTICS:

• Work is distinguished from the lower-level job based on the responsibility for independently inspecting, assessing, and certifying the design, construction, and installation of boilers, unfired pressure vessels, LPG facilities, and flammable and combustible liquids installations.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.)

• Performs inspections to determine if boilers, unfired pressure vessels, LPG facilities, and flammable and combustible liquids installations have been designed, constructed, and installed properly for safe operation.

• Conducts compliance surveys of boiler and pressure vessel manufacturers and repair organizations.

• Documents inspection findings and any required corrective action plans.

• Inspects drawings, designs, and specifications to determine conformance to state laws, regulations, and codes.

• Determines the tensile strength of boilers and calculates the bursting point and safe working pressure of equipment.

• Tests safety valves and other attachments for safe working conditions.

• Provides technical assistance in the construction, operation, and repair of boilers and unfired pressure vessels to achieve compliance with state codes and regulations.

• Directs owners or users found to be operating under unsafe conditions to stop their operation until they come into compliance.

• Recommends changes to correct unsafe conditions detected during inspections.

• Investigates issues that may occur with equipment, installation, or accidents.

• Provides classroom and on-the-job training to Boiler Inspector Trainees pertaining to state laws and regulations governing construction, installation, and maintenance of equipment and facilities.

• Prepares detailed and comprehensive reports on inspections and investigations.

• Travels to field sites to conduct inspections.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the design, construction, installation, maintenance, and operation of boilers and unfired pressure vessels.

• Knowledge of laws, regulations, and standards governing the design, construction, installation, maintenance, and operation of boilers and unfired pressure vessels.

• Knowledge of various welding processes and non-destructive testing techniques.

• Knowledge of the techniques used to chemically treat boiler water.

• Knowledge of the different makes, models, and types of boilers and pressure vessels.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to perform calculations based on ASME and other internationally accepted codes to determine the pressure containing capacity of pressure vessels based on tensile strength of material and temperature effects on the ductility of metals.

• Ability to read and interpret blueprints, manufacturers’ manuals, and equipment schematics.

• Ability to operate motor vehicles.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Commissioned Boiler Inspector Trainee (commonwealth title);

or

• Two years of experience in the inspection, design, construction, or installation of boilers or unfired pressure vessels.

SPECIAL REQUIREMENTS:

• All positions require, at time of hire, possession of a valid National Board of Boiler and Pressure Vessel Inspector Commission;

or

• Passed the National Board of Boiler and Pressure Vessel Examination as defined in Section 4 of NB-263, Rules for Commissioned Inspectors, and meet all qualifications of Section 2.2.2 of NB-263 so that a National Board of Boiler and Pressure Vessel Inspector Commission may be obtained.

• All employees must obtain, within the probationary period, a valid National Board of Boiler and Pressure Vessel Inspector Commission, and a valid Commonwealth of Pennsylvania Boiler and Pressure Vessel Inspector Commission.

• All positions require possession of an active motor vehicle license.
