JOB TITLE: COMMISSIONED BOILER INSPECTOR SUPERVISOR

SERIES NATURE OF WORK: The Commissioned Boiler Inspector job series describes work in the inspection and certification of boilers, unfired pressure vessels, liquefied petroleum gas (LPG) facilities, and flammable and combustible liquids installations.

DEFINITION: This is supervisory and specialized technical work in the inspection and certification of the design, construction, and installation of boilers, unfired pressure vessels, LPG facilities, and flammable and combustible liquids installations.

An employee in this job plans and directs inspection, certification, and enforcement processes to ensure compliance with applicable state regulations and American Society of Mechanical Engineers (ASME) design standards. Work involves interpreting and communicating rules, regulations, policies, and procedures for staff, regulated entities, and the public; evaluating processes to identify needs for improvement; providing training to staff; preparing documentation for incidences of noncompliance; and testifying at hearings. Work is reviewed by the Commissioned Boiler Inspector Director for program effectiveness and conformance with department policies.

   DISTINGUISHING CHARACTERISTICS:

• Work is distinguished from the lower-level job based on the responsibility for supervising Commissioned Boiler Inspectors and Commissioned Boiler Inspector Trainees.

• Provides classroom and on-the-job training to staff pertaining to state laws and regulations governing construction, installation, and maintenance of boilers and related equipment and facilities.

• Investigates issues that may occur with equipment, installation, or accidents.

• Reviews plans, computations, and specifications for the design, construction, and installation or repair of equipment for conformance with state requirements.

• Recommends changes to rules, regulations, policies, and procedures.

• Advises boiler manufacturers, Loss Control Engineers employed by insurance companies, contractors, and other interested persons on requirements regarding the design, construction, installation, and maintenance of boilers, unfired pressure vessels, LPG facilities, and flammable and combustible liquids installations.

• Travels to field sites to conduct inspections.

• Employees in this job may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the design, construction, installation, maintenance, and operation of boilers, unfired pressure vessels, high pressure (5,000 psi) filling stations, above ground and underground flammable and combustible liquids installations, and LPG facilities.

• Knowledge of the laws, regulations, and standards governing the design, construction, installation, maintenance, and operation of boilers, unfired pressure vessels, high pressure (5,000 psi) filling stations, above ground and underground flammable and combustible liquids installations, and LPG facilities.

• Knowledge of the different makes, models, and types of boilers and pressure vessels.

• Knowledge of the installation methods used for flammable and combustible liquids storage facilities.

• Knowledge of various welding processes and non-destructive testing techniques.

• Knowledge of the techniques used to chemically treat boiler water.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to perform calculations based on ASME and other internationally accepted codes to determine the pressure containing capacity of pressure vessels based on tensile strength of material and temperature effects on the ductility of metals.

• Ability to read and interpret blueprints, manufacturers’ manuals, and equipment schematics.

• Ability to operate motor vehicles.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as a Commissioned Boiler Inspector (commonwealth job title);

or

• Three years of experience in the inspection, design, construction, or installation of boilers or unfired pressure vessels.

SPECIAL REQUIREMENTS:

• All positions require, at time of hire, possession of a valid National Board of Boiler and Pressure Vessel Inspector Commission;

or

• Passed the National Board of Boiler and Pressure Vessel Examination as defined in Section 4 of NB-263, Rules for Commissioned Inspectors, and meet all qualifications of Section 2.2.2 of NB-263 so that a National Board of Boiler and Pressure Vessel Inspector Commission may be obtained.

• All employees must obtain, within the probationary period, a valid National Board of Boiler and Pressure Vessel Inspector Commission, and a valid Commonwealth of Pennsylvania Boiler and Pressure Vessel Inspector Commission.

• All positions require possession of an active motor vehicle license.
