LABOR AND CONTRACT COMPLIANCE COORDINATOR
DEFINITION:
This is statewide technical and administrative work associated with the enforcement of contract compliance laws and regulations pertaining to labor, safety, affirmative action and Disadvantaged and Women's Business Enterprise regulations governing contractors' and sub-contractors' performance on construction projects.
An employee in this class is responsible for providing general guidance to Engineering Districts to assure participation of Female and Disadvantaged Business Enterprises, and that all Federal and state laws, regulations and departmental policies are adhered to by contractors and sub-contractors within the scope of current Labor Compliance, Equal Employment Opportunity and OSHA project safety requirements. Work involves the conduct of quality assurance inspections and the formulation of policies and procedures related to improvement of the compliance functions for the District agents. Work also includes assisting and leading in the resolution of complaints and the correction of deficiencies and preparing narrative and statistical reports. Work involves determining compliance with Federal/state Equal Employment Opportunity and Affirmative Action regulations and assisting in the corrections to contract violations and other necessary adjustments. Employee functions with considerable independence under the Quality Assurance Support Engineer and performs assigned duties within the framework of existing regulations and policies. Performance is subject to review through written reports and overall compliance results. Policy guidance is provided by the Bureau of Equal Opportunity. During off-peak times for construction projects, this incumbent provides training on construction safety, EEO, labor compliance and DBE/WBE requirements for the quality assurance personnel and District compliance agents.
EXAMPLES OF WORK:
Plans and organizes a statewide program of inspections in securing compliance with laws and regulations governing payment of wages and other labor standards.
Visits all Engineering Districts and coordinates with the assigned agent both administrative, construction project safety, equal opportunity, and labor compliance quality assurance reviews.
Determines compliance with Federal/state equal employment opportunity and affirmative action regulations.
Assists in the corrections to contract violations and other necessary adjustments.
Supervises the maintenance of all forms, posters, and documents and assures that correct inventory is on hand for distribution to Districts when requested.
Recommends improvements to the quality assurance program.
Reviews District procedures as to required payroll data, assuring payrolls are properly received, audited, posted, and filed in accordance with regulations.
Reviews documentation, all required safety procedures, bulletin boards, etc., and prepares a written report on the findings.
Attends conferences and meetings with contractors who consistently are found to be in violation to assure uniform compliance.
Evaluates training records and trainee programs on Federal-Aid Construction Projects in conjunction with the Bureau of Equal Opportunity.
Reviews, evaluates, and participates in drafting new or revised procedures for monitoring and tracking DBE/WBE participation and to verify contractor data throughout the life of a Federally funded contract.
Compile safety related statistical data and information semi-annually for the Federal Highway Administration.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:
Knowledge of the state labor laws regulating wages, benefits, and working conditions and of the basic philosophy underlining this legislation.
Knowledge of the basic civil rights terminology, the purpose of Federal and state contract compliance laws and regulations, as well as the Federal financial assistance regulations.
Knowledge of the basic responsibilities of the labor, safety, and contract compliance officer relative to the compliance regulations.
Knowledge of Section 1926 of the Occupational Safety Health Act.
Knowledge of basic procedures governing regulation of the DBE/WBE program.
Ability to read, comprehend, interpret, and apply Federal and state laws, regulations and policies.
Ability to establish and maintain effective working relationships with contractors, project inspectors and employees.
Ability to conduct meetings and conferences with contractors or their representatives.
Ability to read, comprehend, and interpret basic statistics such as percentages, ratios, averages and related measures.
Ability to ascertain facts through personal interviews, observation, and examination of records.
MINIMUM EXPERIENCE AND TRAINING:
One year of experience as a Labor and Contract Compliance Agent.
or
Three years of technical contract compliance or affirmative action work which involved the monitoring of a compliance program. An Associate's Degree in approved fields may be substituted for one year of experience.

Any equivalent combination of experience and training.
