UCC ELEVATOR INSPECTOR

DEFINITION: This is technical work in the inspection of elevators and other lifting devices for compliance with the Uniform Construction Code (UCC) and other applicable state laws and regulations.

An employee in this job inspects elevators and other lifting devices for compliance with the provisions of the UCC and other state laws regulating their construction, maintenance, and operation. Work involves independently conducting inspections in accordance with departmental regulations and established technical standards, preparing detailed reports of findings, and recommending appropriate action to be taken when unsafe conditions are identified. Work also involves providing on- the-job training to UCC Elevator Inspector Trainees. Work is performed under the general supervision of a UCC Elevator Inspector Supervisor and is reviewed through conferences, written instructions, and review of reports.

EXAMPLES OF WORK: Inspects elevator equipment, components and machinery to determine compliance with the Uniform Construction Code and the elevator regulations.

Inspects elevators and other lifting devices to determine if the specified weight can be safely carried.

Recommends actions to be taken against owners or operators of elevators and other lifting devices which are found to be unsafe.

Prepares detailed reports for completed inspections.

Provides guidance to UCC Elevator Inspector Trainees on the elevator inspection process.

Represents the Department of Labor and Industry at District Justice hearings dealing with the enforcement of corrective orders.

Questions witnesses where the defendant is represented by legal counsel.

Communicates with District Attorneys’ offices and local police offices to obtain search warrants.

Travels to inspection sites in remote locations.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices involved in the construction, installation, inspection, and maintenance of elevators and other lifting devices.

Knowledge of the Uniform Construction Code, the Elevator Law, and the rules and regulations governing the construction, installation, inspection, maintenance and operation of elevators and other lifting devices.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

Ability to interpret blueprints and sketches.

MINIMUM EXPERIENCE AND TRAINING: Successful completion of the UCC Elevator Inspector Trainee program;

or

Two years of experience which involved the inspection, installation, repair, maintenance, or design of elevators, passenger ropeways, or other lifting devices.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid Qualified Elevator Inspector qualification.

CONDITIONS OF EMPLOYMENT: Certain positions in this job may require a valid certification issued by the Department of Labor and Industry, Commonwealth of Pennsylvania, as a Passenger Ropeway Inspector.

Certain positions in this job will require possession of a valid driver’s license.

POST EMPLOYMENT REQUIREMENT: Employees must obtain a valid certification issued by the Department of Labor and Industry, Commonwealth of Pennsylvania, as an Elevator Inspector within the probationary period.
