ANTHRACITE DEEP MINE INSPECTOR SUPERVISOR

NATURE OF WORK: This is supervisory work of the inspection of the anthracite underground mines of the Commonwealth.

DEFINITION: Employees in this class supervise the daily activities of employees engaged in the inspection of anthracite underground mines to insure compliance with Commonwealth and federal underground mining laws, rules, regulations, policies, and procedures relating to miner safety. Work includes providing advice and guidance to subordinates, coal operators, engineers, land owners, and the public on mine safety and mining operations, and the proper interpretation of anthracite underground mining laws, rules, regulations, policies, and procedures. Work involves establishing priorities for the enforcement of cases and assisting subordinates with the proper documentation and enforcement of cases. Work is assigned in the form of inspection units to be attained and the employee exercises considerable freedom in planning, scheduling, and assigning the work. Work is reviewed upon completion by the Anthracite Mine Safety Operations Manager through reports and conferences for the attainment of assigned inspection units, completeness, technical accuracy, and quality.

EXAMPLES OF WORK: Plans, organizes, schedules, assigns, coordinates, directs, and supervises the inspection of the anthracite underground mines to insure compliance with Commonwealth and federal anthracite underground mine laws, rules, regulations, policies, and procedures.

Interprets anthracite underground mining laws, rules, regulations, policies, procedures, standards, guidelines, and program objectives for subordinates.

Demonstrates more efficient work methods to subordinates; and discusses new, improved, or innovative methods and techniques for anthracite underground mining including adapting or utilizing the techniques in the work.

Trains subordinates in the proper interpretation and application of the anthracite underground mining laws, rules, and regulations as utilized in the enforcement of cases and the conduct of inspections.

Performs independent inspections of anthracite underground mines to evaluate the work performance of subordinates or to compile additional information to be used in the enforcement of cases.

Researches case files and case histories to prepare documentation for the prosecution of cases by the legal staff; discusses difficult or unusual cases with subordinates and discusses possible actions; and reviews and approves enforcement recommendations submitted by subordinates.

Meets with representatives of the underground mining industry to explain and interpret anthracite underground mining laws, rules, regulations, policies, and procedures; and provides assistance to coal operators in solving operational problems and obtaining the required permits and plans approved.

Prepares memoranda, letters, correspondence, report, and other written documents as required.

Operates a motor vehicle to travel to various work sites as required.

Performs similar work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Department of Environmental Resources' laws, rules, regulations, policies, and procedures governing safety in the underground mines.

Knowledge of the federal laws, rules, regulations, policies, and procedures governing safety in the underground mines.

Knowledge of the methods, techniques, and processes utilized in anthracite underground mining operations.

Knowledge of the operating characteristics of machinery used in anthracite underground mining operations.

Knowledge of the construction and operation of anthracite underground mine electrical installations.

Knowledge of the hazards and safety precautions required while working in anthracite underground mines.

Ability to learn the collective bargaining unit agreements applicable to the work performed by the work units.

Ability to learn the Commonwealth's and Departmental rules, regulations, policies, and procedures governing travel, lodging, expense vouchers, and reporting requirements.

Ability to read, understand, interpret, and write technical mining material, and other material related to the management of the program.

Ability to express ideas clearly and concisely, both orally and in writing.

Ability to perform the mathematical calculations utilized in the anthracite underground mining program.

Ability to learn to supervise employees effectively.

Ability to plan, schedule, organize, and assign work to subordinates.

Ability to develop employee performance standards, evaluate employee performance, prepare employee performance reports, and discuss reports with subordinates.

Ability to coordinate the work activities of the assigned organizational unit, to resolve work conflicts within the assigned work unit, and with other organizational units.

Ability to analyze, devise, develop, and implement new or improved methods, techniques, and procedures for use in the anthracite underground mining program.

Ability to prepare and deliver presentations to special interest groups regarding anthracite underground mine safety.

Ability to operate a motor vehicle to travel to various work sites.

Ability to establish and maintain effective working relationships with subordinates, co-workers, superiors, special interest groups, coal operators, Commonwealth and federal officials, legislators, and the public.

Ability to participate in search and rescue operations during mining disasters and accidents.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as an Anthracite Underground Mine Inspector, or an Anthracite Underground Mine Electrical Inspector;

A Bachelor's Degree in Mining Engineering, Mining Technology, or Geology, and three years of technical experience in the anthracite underground mining field;

                                                                                                                                                                  or

Any equivalent combination of experience and training which affords the applicant the required knowledges, skill, and abilities.

NECESSARY SPECIAL REQUIREMENT: Possession of a current motor vehicle operator's license as issued by the Commonwealth of Pennsylvania.
