DEFINITION: This is professional and administrative work directing a mine safety inspection program in the Department of Environmental Protection (DEP).

An employee in this job directs the Anthracite Mine Safety Division or the Industrial Minerals Safety Division. Work involves directing safety inspections for all anthracite or industrial minerals underground mines, the approval of mine plans and mining systems, and the conduct of accident and incident investigations. Work includes ensuring program adherence to federal and state requirements and developing and recommending regulations, program rules, policies, and procedures for all anthracite or industrial minerals mines. Work also involves representing DEP or the Commonwealth in sensitive dealings with government officials and industry representatives and during emergency situations. Work is assigned in the form of broad goals and objectives and is reviewed by the bureau director upon completion for attainment of goals, timeliness, and effectiveness of results.

• Directs, plans, and organizes staff and operations in an anthracite or industrial minerals underground mine safety inspection program.

• Develops, interprets, and implements program guidelines, policies, and procedures for adherence to anthracite coal and industrial minerals mining laws and regulations.

• Oversees the inspection of underground anthracite or industrial mineral mines.

• Oversees the inspection of surface facilities such as preparation plants, refuse banks, or any other type of facility described by associated regulations and statutes.

• Oversees the investigation of accidents and incidents in anthracite or industrial minerals underground mines.

• Directs the review and approval of mine plans and mining systems.

• Directs the review of the installation and operation of underground mine electrical systems and electrical equipment.

• Determines, develops, and implements program goals, objectives, and priorities.

• Participates in the development of the operating budget for the bureau.

• Represents the Commonwealth on special committees, in conferences, or in dealings with government officials.

• Develops and delivers speeches and presentations to special interest groups, legislators, media, and the public.

• Reviews proposed legislation for possible impacts on the mine safety inspection program and recommends appropriate action.

• Operates motor vehicles.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the laws, regulations, policies, and procedures governing safety in underground mines.

• Knowledge of the methods, techniques, and processes used in underground mining operations.

• Knowledge of the operating characteristics of machinery used in underground mining operations.

• Knowledge of the hazards and safety precautions required while working in underground mines.

• Ability to read and interpret technical mining material.

• Ability to perform the mathematical calculations used in the underground mining program.

• Ability to analyze and develop new or improved methods, techniques, and procedures for use in the underground mining program.

• Ability to conduct inspections and investigations to ensure compliance with the blasting and explosives program.

• Ability to detect hazardous conditions and practices in all types of explosives operations and to recommend specific measures to mitigate the hazards.

• Ability to operate motor vehicles.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Seven years of experience in underground mining or in the regulation of underground mining operations and a bachelor’s degree in engineering, industrial safety, geology, or any field closely related to underground mining operations or miner safety;

or

• Eleven years of underground mining experience;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of an active motor vehicle license.

• Certain positions require possession of an active Class A "General" blaster's license issued by the Commonwealth of Pennsylvania, or possession of any valid blaster's license or certificate that meets the approval of the Department of Environmental Protection.

• Certain positions require possession of an active Pennsylvania Anthracite Foreman certification issued by the Commonwealth of Pennsylvania.
