DEFINITION: This is professional and managerial work directing a mine safety inspection program with engineering functions in the Department of Environmental Protection (DEP).
An employee in this job directs the Bituminous Mine Safety Division or the Bituminous Electrical Safety Division. Work involves directing the safety inspection and mining engineering programs for all bituminous underground mines or directing the electrical safety equipment approval and electrical engineering programs for all underground mines. Work includes ensuring program adherence to federal and state requirements and developing and recommending regulations, program rules, policies, and procedures for all bituminous underground mining engineering or electrical engineering programs. Work also involves representing DEP or the Commonwealth in sensitive dealings with government officials and industry representatives and during emergency situations. Work is assigned in the form of broad program goals and objectives and is reviewed by the bureau director upon completion for attainment of goals, timeliness, and effectiveness of results.

• Directs, plans, and organizes the staff and operations in a bituminous underground mine inspection or electrical engineering program.
• Oversees the issuance of plan approvals, permit conditions, and variances for bituminous underground mining operations.
• Oversees the safety inspection of bituminous underground mines and associated equipment, facilities, and installations.
• Directs the review of complete bituminous underground mine electrical systems and electrical equipment.
• Directs the enforcement of underground coal mining laws.
• Directs the investigation of accidents and incidents in bituminous underground mines.
• Determines, develops, and implements program goals, objectives, and priorities.
• Participates in the development of the operating budget for the bureau.
• Represents the Commonwealth on special committees, in conferences, or in dealings with government officials.
• Develops and delivers speeches and presentations to special interest groups, legislators, media, and the public.
• Reviews proposed legislation for possible impacts on the mine safety inspection program and recommends appropriate action.
• Operates motor vehicles.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of laws, regulations, policies, and procedures governing safety in underground mines.
• Knowledge of the methods, techniques, and processes used in underground mining operations.
• Knowledge of the operating characteristics of machinery used in underground mining operations.
• Knowledge of the construction and operation of underground mine electrical installations.
• Knowledge of the hazards and safety precautions required while working in underground mines.
• Knowledge of the principles and practices of mining and electrical engineering pertaining to the design and review of drawings and specifications for underground mining operations.
• Knowledge of the principles and practices of employee supervision.
• Ability to read and interpret technical mining material.
• Ability to perform the mathematical calculations used in the underground mining program.
• Ability to analyze and develop new or improved methods, techniques, and procedures for use in the underground mining program.
• Ability to operate motor vehicles.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Seven years of experience in underground mining or in the regulation of underground mining operations that includes two years of supervisory experience, and a bachelor’s degree in engineering, industrial safety, geology, or any field closely related to underground mining operations or miner safety;
or
• Eleven years of underground mining experience that includes two years of supervisory experience;
or
• An equivalent combination of experience and training that includes two years of supervisory experience in underground mining operations.
SPECIAL REQUIREMENTS:
• All positions require possession of an active motor vehicle license.
• All positions require possession of an active Pennsylvania Bituminous Miner’s certification issued by the Commonwealth of Pennsylvania.
• Certain positions require possession of an active Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
