FINGERPRINT CLASSIFICATION MANAGER
DEFINITION: This is administrative and managerial work in the automated and manual classification, searching, and matching of fingerprints and palm prints.
An employee in this job manages, through subordinate supervisors, the work of technical and clerical staff engaged in the examination, comparison, verification, and maintenance of fingerprint and palm print records. Work involves responsibility for the entire print identification process. Work also involves reviewing, analyzing, and developing operating procedures and program goals; managing the release of information and communications with law enforcement and governmental agencies; and directing and participating in formal and on-the-job training. Work also includes operational liaison and assistance to the Automated Fingerprint Identification System (AFIS) administrator in the monitoring, evaluation, and refinement of the system to meet agency needs. Work is assigned by an administrative superior through broad program goals and objectives and the employee exercises considerable independent judgment in determining specific goals, objectives, and priorities. Work is reviewed through conferences, observation of results, and evaluation of reports.
EXAMPLES OF WORK: Directs the work of Fingerprint Technician Supervisors and Clerical Supervisors engaged in the automated and manual classification, searching, matching, filing, and data input of fingerprint and palm print records.
Determines the need for and develops new and revised procedures and guidelines for the automated and manual processing of fingerprint and palm prints.
Develops, implements, and evaluates technical program goals, objectives, and priorities.
Works with the AFIS administrator on the monitoring, evaluation, and refinement of the System to meet agency needs.
Oversees communications with and the release of criminal record information to law enforcement and governmental agencies.
Directs and participates in formal and on-the-job training.
Prepares reports on work flow, budgeting, performance, and production as required.
Conducts meetings, prepares correspondence and memoranda, and delivers presentations concerning print processing operations.
Performs the full range of supervisory duties.
Participates in the performance of subordinates’ work consistent with operational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the procedures and techniques used in fingerprint and palm print classification, searching, and matching.
Knowledge of the principles and practices of employee supervision.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: One year as a Fingerprint Technician Supervisor;
or
Three years of experience in the identification and non-identification of individuals through fingerprint and palm print examination, comparison, and verification that included one year in a supervisory capacity.
