DEFINITION: This is managerial and administrative work in planning and directing the functions and activities of the Bureau of Business Tax Return Processing in the Department of Revenue (DOR).
The employee in this job directs the development, implementation, and evaluation of comprehensive tax return processing for a variety of businesses taxes. Work involves developing program policies and procedures to ensure business tax returns are processed accurately, efficiently, and in compliance with laws and regulations; reviewing proposed legislation for impacts on programs and making recommendations to support, oppose, or revise legislation; overseeing the preparation and review of business tax returns to ensure their accuracy and completeness; and monitoring and managing electronic and paper return sources to ensure edits and business rules are functioning as designed for all business taxes. Work includes facilitating meetings with stakeholders regarding the administration of business taxes; conducting seminars for the public sector to clarify statutory interpretation of laws and regulations; and acting as a witness for the agency in court and during tax appeals. Supervision is exercised over professional and administrative staff. Work is performed with considerable independence and is subject to review by the Deputy Secretary for Taxation through conferences and reports for overall program effectiveness and adherence to laws and regulations.

• Directs the development, implementation, and evaluation of business tax return programs, including, but not limited to, sales, hotel and occupancy, employer withholding, motor and alternative fuels, corporation, cigarette, malt beverage, pari-mutuel, public transportation assistance fund, vehicle rental, licensing and registration of manufacturers and distributors of small games of chance, medical marijuana, wine excise, consumer fireworks, and other tobacco products taxes.
• Develops and implements program policies and procedures to ensure business tax returns are received and processed in compliance with laws and regulations.
• Reviews proposed legislation for impacts to programs and makes recommendations to support, oppose, or revise legislation.
• Oversees business tax return processing to ensure returns are complete, accurate, and processed efficiently.
• Interprets laws, rules, and regulations for bureau staff and external organizations.
• Facilitates meetings with stakeholders, such as professional tax organizations, businesses, and community groups to provide information on the functions performed by the bureau and the administration of business tax returns.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of generally accepted accounting principles (GAAP).
• Knowledge of tax laws and regulations.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Seven years of professional experience in the administration of a tax program, which includes two years of supervisory experience; and a bachelor's degree in accounting, business administration, public administration, or a closely related field;
or
• An equivalent combination of experience and training which includes two years of professional supervisory experience.
