SERIES NATURE OF WORK: The Installation Security Officer job series describes work in maintaining security at the Department of Military and Veterans Affairs’ Fort Indiantown Gap (FIG) installation.

DEFINITION: This is specialized security work in protecting people and property at the Department of Military and Veterans Affairs’ FIG installation.

An employee in this job provides specialized security services and protection to facilities, grounds, property, employees, and the public. Work involves monitoring access points and controlling entry to grounds and facilities with military antiterrorism and force protection conditions to include identifying persons and reviewing credentials; controlling access to highly restricted areas; conducting security patrols of the perimeter and interior of the installation; regulating the activities of employees and the public and issuing warnings to enforce the laws, rules, and regulations at FIG; securing and assisting emergency personnel at accident scenes; and gathering and documenting evidence related to security incidents. Work includes approaching, addressing, and defusing unpredictable and potentially hazardous situations; and assessing and responding to potential terroristic, criminal, or other harmful scenarios pending police intervention. Work also includes coordinating activities at the FIG security control center, evaluating and prioritizing calls for emergency response, and utilizing national and state law enforcement databases to assess potential security risks. Work is performed under minimal supervision in accordance with prescribed regulations and procedures and is reviewed through personal inspection and review of reports by a supervising officer.

• Detects, responds to, contains, and monitors critical incidents, including acts of terrorism; chemical, biological, nuclear, and radiological threats; criminal acts; fires; riots; accidents; natural disasters; or other emergencies that could result in harm to people, property, or the environment.

• Approaches, assesses, and deescalates unpredictable and potentially volatile situations; requests police, fire, and medical personnel; and provides limited support and backup to Installation Police Officers.

• Receives complaints and emergency calls, evaluates the nature of calls, and prioritizes and coordinates responses.

• Gathers and documents evidence related to security incidents by reviewing closed circuit television footage, taking photographs, obtaining witness statements, ensuring the chain of custody for evidence, and preserving incident scenes.

• Performs patrols by foot or vehicle, makes rounds of buildings, and observes areas to detect incidents, threats, or other unusual occurrences.

• Exercises crowd control in situations that may become violent or unruly due to planned or impromptu demonstrations.

• Monitors and operates alarms, access control systems, closed circuit television, and communications equipment in the FIG security control center.

• Controls access to the installation, including specific facilities and restricted areas, by screening all employees, visitors, consultants, and contracted personnel to determine the status of individuals, the reason for and location of visit, and whether access should be granted; denies access to unauthorized personnel or those who do not meet authorized entry criteria.

• Utilizes the National Crime Information Center (NCIC), Commonwealth Law Enforcement Assistance Network (CLEAN), and Pennsylvania Justice Network (JNET) databases to access, research, and maintain records regarding criminal history, warrants, driver licenses and history, vehicle registrations, probation and parole status, and other information in accordance with federal and state laws.

• Utilizes a Common Access Card (CAC) to relay messages through the federal mass notification system to facilities and throughout the grounds of the FIG installation.

• Directs traffic and enforces standoff distances and parking regulations.

• Greets visitors, determines purpose of visit, and provides requested information, such as directions to facilities and parking areas.

• Wears protective body armor and utilizes non-lethal weaponry, such as tasers and pepper spray, to subdue aggressive and violent offenders who do not respond to nonviolent measures or negotiations.

• Administers first aid treatment to individuals requiring immediate medical attention in situations where other emergency personnel are not present.

• Maintains reports of daily activities and provides information to staff at the beginning of their shift regarding significant activities of the prior shift and all active incidents.

• Testifies in court and at other legal proceedings.

• Participates in ongoing formal and on-the-job training to develop and enhance skills, knowledges, and abilities required to provide security services.

• Operates motorized vehicles.

• Performs related work as required.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of security, law enforcement, or military experience;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of an active motor vehicle license.

• All employees must obtain active National Crime Information Center (NCIC) certification issued by the Federal Bureau of Investigation within the probationary period and maintain certification for the duration of employment in this job.

• All employees must obtain active Commonwealth Law Enforcement Assistance Network (CLEAN) and Pennsylvania Justice Network (JNET) certifications issued by the Pennsylvania State Police within the probationary period and maintain certification for the duration of employment in this job.

• All employees must obtain a Common Access Card (CAC) as issued by the federal Department of Defense within the probationary period and maintain access for the duration of employment in this job.
