JOB TITLE: CAPITOL POLICE OFFICER RECRUIT

SERIES NATURE OF WORK: The Capitol Police Officer job series describes police work in protecting the public, commonwealth employees, public officials, property, and facilities.

DEFINITION: This is structured training performed under an organization approved by the Municipal Police Officers’ Education and Training Commission (MPOETC) to obtain Act 120 certification.

An employee in this job is enrolled in a MPOETC approved Act 120 certification program designed to develop proficiency in law interpretation and application, legal procedures, police operations, public safety, physical fitness, self-defense, firearms use, public speaking, first aid, report writing, maintenance and use of equipment, and law enforcement practices. Upon successful completion of the training program and attainment of Act 120 certification, an employee may transition into a structured trainee program. The scope and progression of assignments and performance measurement objectives are predetermined in accordance with Act 120 certification guidelines. Training is provided by an organization approved by MPOETC and supervision occurs through conferences and reviews of training in progress and upon completion.

• Participates in a structured law enforcement training program to obtain the authority to exercise the power of arrest.

• Receives training in patrol procedures and operations.

• Receives training in investigative techniques.

• Receives training in the use of firearms, defense tactics, and specialized equipment.

• Receives training in the operation of police patrol vehicles.

• Receives training in crisis management and emergency medical response.

• Participates in required physical fitness programs.

• Operates motorized vehicles.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Ability to read and interpret written materials, such as laws and regulations.

• Ability to follow oral and written instructions.

• Ability to use sound judgment in situations involving decision-making, danger, and stress.

• Ability to observe, assess, and evaluate surroundings and accurately recall facts.

• Ability to operate a motor vehicle.

• Ability to establish and maintain effective working relationships.

SPECIAL REQUIREMENTS:

• All positions require possession of an active Pennsylvania Class C Driver's License.

• All employees must be at least 21 years of age by the completion of the MPOETC Academy.

• All employees must undergo and successfully pass a background investigation, truth verification exam, reading ability test, psychological evaluation, medical examination, urinalysis screening, hearing and vision screening, and a physical fitness test that includes running, swimming, strength and agility, and any other test deemed appropriate for pre-service registration.

• All employees are required to enroll in, participate, and complete the MPOETC approved Act 120 training within 27 weeks to obtain authority to exercise the power of arrest. Act 120 certification must be obtained to successfully complete the Recruit program.
