JOB TITLE: CAPITOL POLICE FORCE DEPUTY SUPERINTENDENT

DEFINITION: This is administrative and managerial police work overseeing functions of the Capitol Police Force to ensure police and security services are provided for commonwealth employees, public officials, and visitors to commonwealth properties and facilities.
The employee in this job directs and evaluates police and security functions of the Capitol Police Force. Work involves supervising Capitol Police Lieutenants and other staff to protect commonwealth employees, public officials, property, facilities, and the public; and to enforce the Pennsylvania Crimes Code, Motor Vehicle Code, local ordinances, and commonwealth regulations. Work includes developing, recommending, and implementing operational policies, procedures, and standards of conduct for the Capitol Police Force. Work includes preparing budgetary statistics and evaluating costs for equipment needs, developing contingency plans to address emergency situations and communications, providing consultation in the development of mandatory training for officers, and implementing safety and security programs. Work also involves overseeing the direction of demonstration and crowd control and coordinating these efforts with outside law enforcement agencies, directing crimes and accident investigations, and coordinating security escorts. Work is performed independently under the general direction of the Capitol Police Force Superintendent, and is reviewed for overall program effectiveness, customer satisfaction, and adherence to applicable laws, rules, and regulations.
DISTINGUISHING CHARACTERISTICS:
• Work is distinguished from lower level jobs by the responsibility for independently developing operational policies, evaluating police and security functions of the Capitol Police Force, directing the implementation of policies through a team of Capitol Police staff, and supervising Capitol Police Lieutenants.

• Oversees the day-to-day police services and security functions of the Capitol Police Force.
• Directs and evaluates the enforcement of commonwealth rules and regulations, the Pennsylvania Crimes Code, and the Pennsylvania Motor Vehicle Code.
• Develops, recommends, and establishes police and security policies, procedures, and standards of conduct and operation for the Capitol Police Force.
• Directs and participates in the investigations of crimes, suspected crimes, and accidents.
• Analyzes police force operations to prepare reports of findings, identify issues, and make recommendations for modifications to policies and procedures.
• Prepares police force budgetary information, which involves evaluating costs and equipment needs.
• Ensures effective communications within the Capitol Police Force and with outside law enforcement entities.
• Coordinates police services, facility security, and investigation work with commonwealth agencies.
• Coordinates with law enforcement authorities, security organizations, and community organizations regarding police issues, investigations, and other related matters.
• Develops and coordinates the implementation of emergency and contingency plans for public events, demonstrations, and emergency situations.
• Develops and coordinates formal and on-the-job training programs to ensure staff development.
• Operates motor vehicles.
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the Pennsylvania Crimes Code, Motor Vehicle Code, local ordinances, and commonwealth regulations.
• Knowledge of safety procedures and regulations related to the use of firearms.
• Knowledge of the principles and practices of criminal investigations, including the identification and preservation of physical evidence.
• Knowledge of commonwealth contingency plans during emergency situations, including bomb threat recognition and management.
• Knowledge of the principles and practices of crowd control and group behavior.
• Knowledge of the operation of police communications equipment.
• Knowledge of the principles and practices of employee supervision.
• Ability to develop policies and procedures in accordance with laws, rules, and regulations.
• Ability to plan, organize, and direct the functions of a police and security force.
• Ability to read and interpret written materials, such as laws and regulations.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year as a Capitol Police Officer, Lieutenant (commonwealth title);
or
• Four years of law enforcement experience, which includes two years of supervisory experience;
or
• An equivalent combination of experience and training, which includes two years of supervisory experience in law enforcement.
SPECIAL REQUIREMENTS:
• All positions require possession of an active motor vehicle license.
• The employee in this job must have active Act 120 certification obtained through a training program approved by the Municipal Police Officers’ Education and Training Commission (MPOETC).
