SERIES NATURE OF WORK: The Criminal Justice System Specialist job series describes professional work in the Pennsylvania Commission on Crime and Delinquency to promote effective and impartial criminal justice systems, support crime prevention, reduction, and victim service efforts, and enhance the coordination and delivery of related resources.
DEFINITION: This is journey-level professional work in the development, planning, and implementation of criminal justice or victim services programs in the Pennsylvania Commission on Crime and Delinquency.
An employee in this job independently develops and evaluates plans, policies, and initiatives to improve the administration of justice in law enforcement, courts, corrections, and programs that provide support and advocacy for victims of crime. Work involves independently identifying data sources, conducting research, and preparing or reviewing studies and reports on the needs, priorities, and evaluative measures of programs and plans in the areas of criminal justice or victim services. Work may involve independently reviewing and determining payment of victims’ compensation claims; providing direct support and advocating for victims of crime; and providing training and technical guidance to victims’ advocacy organizations. Work is performed independently and is reviewed by an administrative supervisor for effectiveness and results.
DISTINGUISHING CHARACTERISTICS:
• Work is distinguished from the lower level by the responsibility for independently developing and evaluating plans, policies, and initiatives to improve the administration of justice in law enforcement, courts, corrections, and programs that provide support and advocacy for victims of crime.
• Work may also involve serving as a lead worker for Criminal Justice System Specialists 1.
EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):
• Conducts research, analyzes data, and prepares studies and reports in narrative, graphical, and statistical form on issues related to criminal justice systems or victim support and advocacy.
• Develops grant announcements and grant application scoring criteria used to award state and federal funds to units of local government, state agencies, and other organizations for criminal justice system and victim assistance programs.
• Develops guidelines for the use of funds by grant recipients and monitors recipient activities for compliance with guidelines.
• Reviews and scores concept papers and applications received in response to funding announcements, and notifies applicants of review scores and funding decisions.
• Performs quality assurance reviews of the analysis, reporting, provision of technical assistance and support to victims, and final disposition of requests for compensation.
• Reviews and revises, or prepares new training curricula, and facilitates or monitors training sessions in accordance with adult learning theory and established standards for delivery.
• Independently meets with stakeholders of local and state governmental agencies and other groups, organizations, and practitioners, and coordinates the development, review, and administration of a variety of criminal justice system related plans, policies, and programs.
• Coordinates and facilitates board meetings, conferences, or workshops on criminal justice system or victim services related topics for stakeholder groups and organizations.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the organization and interrelationships of criminal justice systems.
• Knowledge of the process, procedures, and practices involved in conducting research.
• Knowledge of the use and functionality of Microsoft Office suite software.
• Knowledge of individual and group behavior.
• Ability to analyze and interpret policies, procedures, and regulations.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• One year as a Criminal Justice System Specialist 1;
or
• Two years of professional experience in criminal or juvenile justice, law enforcement, or victim services, and a bachelor’s degree in the social or behavioral sciences, criminal justice, law enforcement, or a related field;
or
• One year of professional experience in criminal or juvenile justice, law enforcement, or victim services, and a master’s degree in the social or behavioral sciences, criminal justice, law enforcement, or a related field;
or
• An equivalent combination of experience and training.
