DEFINITION: This is managerial work in the construction, reconstruction, and maintenance of abandoned mine reclamation projects in the Department of Environmental Protection (DEP).

An employee in this job supervises Construction Foremen responsible for construction, reconstruction, and maintenance work on abandoned mine reclamation and other projects. Work involves planning and managing reclamation projects assigned to the in-house construction team, DEP mining staff, and contractor staff. Work includes determining project priorities; assessing the scope and impact of projects to recommend in-house or third-party assignments; coordinating staffing, equipment, and resources needed for projects; and ensuring projects are completed according to approved plans. Work is performed independently under the general direction of an engineering manager and is reviewed for results achieved.

• Manages a staff of construction foremen, equipment operators, semi-skilled laborers, and laborers working to safely correct hazards on abandoned mine lands.

• Identifies, plans, and prioritizes construction, reconstruction, and maintenance work.

• Schedules the work of abandoned mine reclamation projects based on priorities, site locations, complexity of projects, emergencies, and other factors.

• Analyzes and evaluates abandoned mine reclamation construction projects and develops recommendations to complete projects utilizing agency staff or contractors.

• Assesses available equipment, materials, staffing, and other resources needed for abandoned mine reclamation construction projects and estimates resource needs.

• Coordinates the purchasing of materials, equipment rental, and the allocation of necessary resources to execute construction projects.

• Oversees on-site abandoned mine projects to ensure the work is consistent with approved plans.

• Operates motor vehicles.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, practices, and methods of inspecting materials and workmanship of an abandoned mine reclamation construction project.

• Knowledge of methods, tools, equipment, and safety rules used in abandoned mine reclamation construction and reconstruction work.

• Knowledge of proper installation, maintenance, and removal of erosion and sedimentation controls.

• Knowledge of the principles and practices of employee supervision.

• Ability to read and interpret construction plans and blueprints.

• Ability to read and interpret laws, regulations, policies, and legal guidelines.

• Ability to operate motor vehicles.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Construction Foreman (Commonwealth title) in the Bureau of Abandoned Mine Reclamation;

or

• Six years of technical construction and reconstruction experience in mine reclamation that includes one year of supervisory experience;

or

• An equivalent combination of experience and training that includes one year of supervisory mining construction and reconstruction experience.

SPECIAL REQUIREMENTS:

• All positions require possession of an active motor vehicle license.
