DEFINITION: This is administrative work in directing and coordinating statewide aircraft maintenance activities within the Pennsylvania State Police (PSP).

The employee in this job manages maintenance activities for a departmental fleet of helicopters and fixed-wing aircraft. Work involves developing and implementing policies and procedures for aircraft maintenance and utilization; administering contracts for maintenance services; directing inspections and maintenance to be performed by contracted vendors and departmental mechanics; evaluating and certifying completed work in compliance with Federal Aviation Administration (FAA) regulations; and coordinating the preparation, submission, and maintenance of required records. The employee in this job has significant contact with vendors, mechanics, pilots, FAA officials, and aircraft manufacturers. An important aspect of this work involves directing the inspection of aircraft for airworthiness to protect pilots and citizens from loss of life or injury due to mechanical failure, while ensuring the availability of aircraft for critical law enforcement operations. Work is performed with considerable independence and requires using judgment regarding the need and assignment of maintenance and repair. Work is reviewed by an administrative supervisor for results obtained.

• Develops, implements, and evaluates policies and procedures for statewide aircraft maintenance and utilization.

• Analyzes and monitors schedules, directives, and advisories from the FAA and aircraft manufacturers for prescribed inspections and maintenance.

• Plans, organizes, directs, and coordinates the performance of scheduled inspections and maintenance of helicopters, fixed-wing aircraft, and component parts for compliance with FAA and manufacturer regulations, requirements, specifications, and alert service bulletins.

• Participates in the development and evaluation of requests for proposals for the procurement of aviation maintenance service contracts.

• Participates in the selection of vendors and negotiation of contracts for aviation maintenance services.

• Determines whether work is to be performed by a vendor or a PSP mechanic, makes assignments, and provides guidance and direction.

• Receives and interprets pilots’ descriptions of aircraft performance problems.

• Directs diagnostics of mechanical problems and performance of unscheduled maintenance and repair.

• Inspects vendor operations and work performance and evaluates adherence to contracts.

• Directs the ordering, receiving, and storing of required parts and supplies.

• Reviews and approves payments for services rendered and parts and supplies.

• Develops and manages the aviation maintenance services budget.

• Reviews, prepares, submits, and maintains inspection and maintenance records that document work performed and meet FAA, manufacturer, and department requirements.

• Certifies completed work by attesting that maintenance meets requirements and aircraft can fly safely.

• Develops and maintains professional working relationships with FAA officials, aircraft manufacturers, contracted vendors, and State Police pilots and mechanics.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of systems and components and the methods, materials, tools, and standard practices of the helicopter and fixed-wing aircraft mechanic trade.

• Knowledge of the practices and procedures associated with meeting and maintaining federal regulations and aircraft manufacturer requirements.

• Knowledge of troubleshooting and diagnostic practices used in aircraft components, sections, and systems.

• Knowledge of safety-related principles and practices of the aircraft and helicopter mechanic trade.

• Skill in operating aviation maintenance computer systems to enter, navigate, and retrieve information efficiently and accurately.

• Ability to read and interpret schematics, manufacturer specifications, and maintenance requirements.

• Ability to inspect aircraft and certify their return to service.

• Ability to analyze and interpret regulations and laws.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year of experience as a Helicopter Mechanic (Commonwealth job title);

or

• Five years of experience as an aircraft mechanic;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• The position requires possession of an active Airframe and Powerplant (A&P) certification as issued by the Federal Aviation Administration.

• The position requires possession of an active Inspection Authorization (IA) certification as issued by the Federal Aviation Administration.
