SERIES NATURE OF WORK: The Painter series describes work in the preparation, painting, coating, and finishing of surfaces.

DEFINITION: This is supervisory and skilled work in the preparation, painting, coating, and finishing of a variety of surfaces.

An employee in this job supervises and participates in skilled painting duties. Work involves scheduling, assigning, and supervising employees involved in the preparation and painting of interior and exterior surfaces; prioritizing, overseeing, and executing painting work orders; and maintaining an inventory of materials, equipment, and tools. Work includes recommending and implementing work procedures and methods; reviewing and approving a course of action on complex projects; estimating project costs; and maintaining documentation in reports and tracking systems. Work is performed independently and reviewed through reports, discussions, and inspections by a higher-level manager.

   DISTINGUISHING CHARACTERISTICS:

     • Work is differentiated from the lower-level job by directly supervising subordinate Painters or other trades and maintenance employees performing painting work.

• Evaluates, prioritizes, and assigns work orders to subordinate staff.

• Ensures all assignments are completed within trades methods, quality and timeliness standards, manufacturer guidelines, regulations and codes, operational efficiency, and project objectives.

• Provides guidance and direction to Painters and other trades employees in troubleshooting and resolving complex or unique project work assignments.

• Reviews and approves a course of action on complex projects such as those involving new materials, new surfaces, or environmental considerations.

• Resolves or mitigates conflicts regarding sequencing of work and unforeseen conditions during a project, and establishes and implements recovery plans.

• Coordinates with other trades supervisors and management on painting work and resources necessary for renovation and construction projects.

• Develops and communicates procedures for tool access, maintenance, and tracking.

• Develops project plans according to scope and budget parameters, to include estimating costs, time, labor, and materials.

• Maintains knowledge of regulations and codes critical to the use and disposal of paints and related products, and communicates relevant information to subordinates.

• Approves and orders materials used in painting and resurfacing projects.

• Plans, delivers, and oversees the training of subordinate staff.

• Schedules orientation and monitors and conducts on-the-job training for new subordinates.

• Ensures work performed and materials used are recorded in reports and tracking or work order systems.

• Recommends the use of contracted painting services within pre-set budget and decision-making parameters, and oversees the work of contracted workers.

• Interprets contractual and administrative rights and obligations for employees and ensures work environment or process conforms to contractual obligations.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work and other trade’s tasks consistent with operational or organizational requirements.

• Operates motor vehicles.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the methods, materials, hazards, safety precautions, and practices of the painting trade.

• Knowledge of the care and use of tools essential to the painting trade.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to prepare wood, metal, masonry, and drywall for priming and painting.

• Ability to select and apply appropriate coating materials to a variety of surfaces.

• Ability to measure and calculate square footage for estimating necessary materials.

• Ability to read and interpret blueprints.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years as a Painter (commonwealth title);

or

• Five years of experience in the painting trade preparing, painting, coating, and finishing surfaces, including two years performing skilled painting work.

or

• An equivalent combination of experience and training which includes two years performing skilled painting work.

SPECIAL REQUIREMENTS:

• Certain positions require possession of an active motor vehicle license.
