JOB TITLE: VETERANS HOME FACILITY AND GROUNDS DIRECTOR, DMVA

DEFINITION: This is professional and administrative work directing maintenance operations at a Department of Military and Veterans Affairs (DMVA) long-term care facility.
An employee in this job plans and directs the comprehensive facility maintenance and grounds program at a DMVA long-term care facility. Work involves maintaining facility compliance and serving as the point of contact for physical plant inspections and surveys; partnering with facility and agency leadership to develop facility projects, budgets, and long-term plans; developing, implementing, and evaluating facility-related policies, procedures, and objectives; managing the facility’s maintenance, housekeeping, grounds, automotive, and equipment operations; developing and implementing a preventive and corrective maintenance plan; and overseeing and monitoring the plant maintenance system. Work includes coordinating with a wide variety of stakeholders to achieve facility objectives. Work is performed independently under the general direction of an administrative supervisor for program effectiveness and regulatory compliance.

• Ensures facility compliance with a wide range of federal, state, and local codes and regulations, such as National Fire Protection Association standards related to health care facilities and life safety, and the Uniform Construction Codes.
• Facilitates physical plant inspections and surveys from federal, state, and local regulatory bodies, and serves as the point of contact for those entities.
• Identifies facility physical plant deficiencies, develops corrective action plans, and reports issues to regulatory bodies.
• Establishes priorities and assignments for work orders, projects, and emergency situations.
• Develops long-term plans in partnership with facility and agency leadership to address facility construction, infrastructure, and equipment needs including the facility five-year plan and the facility ten-year capital construction plan.
• Collaborates with facility and agency leadership to establish project timelines and costs, to identify potential project risks, and to formulate corresponding mitigation plans.
• Collaborates with facility leadership and accounting staff to manage long-term, annual, and special budgetary requirements for facility maintenance operations and projects.
• Develops, implements, and evaluates facility-related policies and procedures.
• Establishes goals and objectives for facility maintenance operations.
• Determines facility equipment lifecycle intervals and develops replacement plans based on regulatory compliance requirements and resident safety and comfort.
• Manages and oversees preventive, routine, and emergency maintenance, repair, and replacement tasks in a variety of trades, such as electrical, plumbing, carpentry, painting, roofing, utility systems, and masonry.
• Manages and oversees custodial, laundry, and related tasks to ensure a clean and aseptic environment.
• Manages and oversees the care and maintenance of facility grounds, including landscaping, mowing, and snow removal.
• Manages and oversees the maintenance, repair, inspection, operation, and purchase of the facility’s vehicle fleet.
• Manages and oversees the operation of facility-based utilities through the review of logs, chart recorders, and operational reports.
• Recommends and prepares applications for construction and renovation projects, including preliminary scopes of work, drawings, and cost estimates, and their incorporation into short-term and long-term facility plans.
• Partners with agency stakeholders on facility construction projects throughout project lifecycle, including site visits, design conferences, planning and coordination, facility occupant and contractor communications, and site inspections.
• Develops specifications and requirements of maintenance service contracts ensuring that contractual provisions and schedules are executed in compliance with commonwealth, regulatory, and facility requirements.
• Provides training to subordinate staff on technical trades standards, workplace safety practices and precautions, and regulatory codes and requirements.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Operates motor vehicles.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of federal and state regulations governing the maintenance of healthcare facilities.
• Knowledge of National Fire Protection Association standards related to health care facilities and life safety.
• Knowledge of the methods, materials, tools, and practices necessary to perform construction, repair, groundskeeping, and maintenance work in healthcare facilities.
• Knowledge of Uniform Construction Codes.
• Knowledge of aseptic cleaning techniques and infection control practices.
• Knowledge of the occupational hazards and safety precautions of building and grounds maintenance.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Knowledge of the principles and practices of employee supervision.
• Ability to coordinate projects, including the materials, labor, and sequence of work, involving multiple trade areas.
• Ability to read and interpret blueprints.
• Ability to operate a motor vehicle.
• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Seven years of experience performing skilled trades work which includes two years in a healthcare facility and two years of supervisory experience;
or
• An equivalent combination of experience and training which includes two years of experience performing skilled trades work in a healthcare facility and two years of supervisory experience.
SPECIAL REQUIREMENTS:
• All positions require possession of an active motor vehicle license.
