CORRECTIONS FACILITY MAINTENANCE MANAGER 1

DEFINITION: This is technical and administrative work in directing the heating/utility plant and/or building maintenance, construction and repair operations at a Commonwealth correctional facility.

An employee in this class assists a higher level Corrections Facility Maintenance Manager with planning, assigning, directing and coordinating the heating/utility plant and facility-wide building maintenance construction and repair operations at a state correctional facility. The employee assists with supervising building renovations, maintenance, repair or demolition projects at a state correctional facility, and directs maintenance personnel engaged in construction activities or renovations. Work involves planning and supervising the acquisition and distribution of fiscal, material and manpower resources to provide for preventive, operational and emergency heating/utility plant and/or building maintenance. Work includes planning, supervising and coordinating the functions of heating/utility plant operations and/or building maintenance, including the performance of highly skilled trades work in building and plant renovations, maintenance, repair and/or demolition and toxic and hazardous substance removal. Employees participate in the planning for heating/utility plant and/or building development, growth, and improvement, by preparing and reviewing plot sketches and construction plans, by attending conferences with agency and Department of General Services staff to transmit facility operational requirements and evaluate proposed plans, and by inspecting construction and renovation projects in progress and upon completion. Supervision is exercised over supervisory heating/utility plant and/or building maintenance or construction staff. Employees are responsible forthe custody and vocational training of inmates assigned to work crews. Work is performed with a high degree of initiative and independent judgement and is reviewed by a higher level Correctional Facility Maintenance Manager through conferences, reports, and review of overall effectiveness.

EXAMPLES OF WORK: Plans, assigns, directs and coordinates the building maintenance, construction and repair, and heating/utility plant operations at a state correctional facility.

Assists the Corrections Facility Maintenance Manager 2 or 3 by supervising building renovations, maintenance and repair or demolition projects at a state correctional facility.

Supervises maintenance personnel in the performance of all building, electrical, mechanical renovations, construction activities or renovations, maintenance repair and/or demolition; assigns general maintenance personnel and corrections tradesmen instructors, to maintenance and hazardous substance removal projects; determines priorities; schedules and reviews work for adherence to plans, specifications and technical trades and safety standards; and prepares preliminary sketches for maintenance and renovation projects.

Supervises heating/utility plant supervisors and/or workers in the operation, repair and maintenance of a steam boiler or heating plant through the review of logs, charts and reports; assigns boiler plant workers, plant mechanics, laborers and other plant operations personnel to shifts; establishes and directs changes in boiler/heating plant operations, policies and procedures.

Estimates annual and special budgetary requirements for the facility maintenance department; prepares purchasing documents for, and controls the issuance of, equipment, supplies and material to be used in heating/utility plant operations, and/or building maintenance and repair, and/or hazardous or toxic substance handling; and maintains an adequate inventory of supplies and equipment.

Assists in the coordination of facility construction, renovation and demolition projects with agency consultative staff and Department of General Services inspectors.

Attends all job conferences scheduled by the Department of General Services as needed.

Interviews and hires or recommends applicants for employment; approves leave and reviews work performance of subordinates.

Administers collective bargaining agreements, evaluates and responds to employee complaints and grievances.

Inspects work areas to insure compliance with established departmental and occupational safety standards and proper precautions for accomplishing work and for handling hazardous substances.

Review and identifies training needs to staff, initiates training recommendations, conducts training and demonstrates more efficient work methods.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices and techniques of heating/utility plant management and/or building maintenance and repair, administration and supervision.

Knowledge of the methods, practices, material and equipment of the maintenance and construction trades, including plumbing, carpentry, masonry, electrical, painting, steamfitting, roofing and refrigeration.

Knowledge of the occupational hazards and safety precautions for heating/utility plant equipment and operations; handling hazardous substances; and/or of the mechanical, electrical and building trades.

Knowledge of the life safety and building codes, statutes and regulations governing the operation of heating and utility plant and/or the maintenance, repair and construction trades.

Knowledge of the preparation and interpretation of blueprints, schematic drawings and plot plans.

Knowledge of the proper care and use of tools and equipment used in the heating/utility plant and/or building maintenance operations.

Ability to learn modern correctional principles and practices.

Ability to learn the individual and group behavioral patterns of persons with criminal backgrounds.

Ability to learn the principles and practices of inmate care, custody and control.

Ability to learn the methods of inmate supervision and vocational training and institutional secure measures.

Ability to plan, assign, direct, coordinate and evaluate the work of heating/utility plant and/or building maintenance personnel engaged in facility-wide operations.

Ability to establish policies and procedures for the facility's heating/utility plant operation and/or building maintenance.

Ability to communicate effectively, orally and in writing.

Ability to establish and maintain effective working relationships with facility staff, agency staff, Department of General Services staff and the public.

Ability to prepare and interpret basic plans, sketches and drawings.

Ability to maintain clear, complete and accurate records.

Ability to evaluate staff training needs and provide training to meet those needs utilizing various techniques and resources.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as a Building Maintenance Foreman, Utility Plant Supervisor, or Corrections Tradesman Instructor with a specialty in one of the trades of Carpentry, Electrical, Refrigeration, Plumbing, Sheet Metal, Machinist, Welding, Painting, Automotive, Electronics, or Masonry;

Six years of experience in the construction, maintenance or repair of buildings; or the operation, maintenance and repair of utility services equipment, including two years in a managerial or supervisory capacity;

Any equivalent combination of experience and training.
