SERIES NATURE OF WORK: The Construction Project Administrator series describes work overseeing and implementing the technical and administrative processes for renovation and construction projects in commonwealth owned and leased facilities.
DEFINITION: This is managerial and advanced administrative work organizing and monitoring renovation and construction projects in commonwealth owned and leased facilities.
An employee in this job develops, plans, and directs the technical and administrative processes for an agency’s construction and renovation projects. Work involves developing and implementing methodologies, processes, and reports to monitor the status of project construction, timelines, and costs; and developing and implementing standards for project administration processes including communications. Work includes providing guidance to employees and the funding agency on resolving complex technical and administrative issues; reviewing and ensuring specifications, contractor proposals, change orders, and job sites are in compliance with laws, agency policy, and contractual agreements; and approving mitigation plans on jobsite issues impacting project objectives or budgets. Work may include supervising Construction Project Administrator 1 positions and other managers, or supervisors engaged in facility maintenance and repair work. Work is performed independently under the general direction of an administrative supervisor for effectiveness of results.
DISTINGUISHING CHARACTERISTIC:
• Work involves supervising at least one Construction Project Administrator 1 employee or other employees at a similar level engaged in construction project administration or facilities related work.
• Work is distinguished from the lower-level job based on developing, implementing, and evaluating methodologies, processes, and standards for the administration of construction projects within an agency; and responsibility for technical and financial approval authority for scope and budget modifications to projects.
• Work is distinguished from the lower-level job based on the responsibility for the administration of capital projects that are state-wide in scope, impacting all or most of the agency’s facilities, and requiring coordination among multiple government entities and programs.

• Develops and implements the standards, processes, and procedures associated with construction project administration in an agency.
• Reviews tracking systems and reports for project status and ensures issues with costs, timelines, specifications, and compliance are being addressed and resolved.
• Reviews and approves recommended changes in design, specifications, and schedules to accommodate conditions at a job site, address occupant needs, or expedite construction.
• Reviews and approves contractor proposals, change orders, submittals, and drawings are within specification, compliance, and pricing parameters.
• Develops processes and standards to monitor the procurement and invoicing associated with projects, contracts, and leases.
• Ensures implementation of all systems associated with the work, to include project tracking, procurement, invoicing, and design software tools.
• Reviews and provides guidance on the application of commonwealth policies; procedures; local, state, and federal laws and regulations related to a project.
• Partners with facility leadership and occupant representatives on large-scale projects, such as capital projects, and participates in the project scoping, planning, job site coordination, occupant and contractor communications, and review of work processes.
• Coordinates and implements project administration for capital projects impacting facilities statewide for an agency; reviews job sites, drawings, and specifications for project feasibility and occupant needs at all facilities in scope; monitors schedules and budgets; and assesses, recommends, and coordinates resolution of jobsite, contractor, occupant, and lessor issues.
• Ensures change orders are reviewed, approved, and communicated to persons responsible for design, budgets, and funding.
• Provides guidance on complex issues with contractors and lessors, such as pervasive performance problems, questionable adherence to contract terms, or unresolved billing issues.
• Ensures unresolved issues with contractors and lessors are elevated for review by commonwealth procurement and legal professionals; coordinates recommendations with project stakeholders.
• Ensures employees are knowledgeable of all codes, regulations, and permitting requirements for facility buildings, systems, equipment, and job sites.
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of building construction project planning and estimating in commercial or industrial facilities.
• Knowledge of the laws, codes, and regulations related of commercial or industrial construction and contract administration.
• Knowledge of inspection, testing, and quality assurance standards related to building systems, materials, and equipment in commercial or industrial facilities.
• Knowledge of the methods, practices, materials, and equipment of multi-trade construction and renovation projects in commercial or industrial facilities.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to read and interpret blueprints and drawings.
• Ability to assess jobsites through reports and visual inspection for construction, safety, regulatory, and specification compliance.
• Ability to implement and monitor performance standards for renovation and construction project administrative processes.
• Ability to interpret and ensure compliance with contract terms to work performed by contractors.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Two years as a Construction Project Administrator 1 (commonwealth title);
or
• Eight years of experience in building construction administration, construction planning, or multi-trade building construction project management in commercial or industrial facilities;
or
• Four years of experience in building construction administration, construction planning, or multi-trade building construction project management in commercial or industrial facilities; and a bachelor’s degree in construction technology, architecture, building science, electrical engineering, mechanical engineering, civil engineering, building automation systems, or a closely related field;
or
• An equivalent combination of experience and training which includes four years of experience in building construction administration, construction planning, or multi-trade building construction project management in commercial or industrial facilities.
SPECIAL REQUIREMENT:
• Certain positions require possession of an active motor vehicle license.
