DIGITAL VIDEO/AUDIO SPECIALIST 1

DEFINITION: This is technical and creative work in video and audio recording and broadcasting of multimedia projects and events in the Bureau of Commonwealth Media Services, Department of General Services.

An employee in this job performs technical video and audio recording for statewide multimedia projects for broadcast, educational, training, documentary, and other purposes. Work includes setting up, videotaping and recording audio for television and radio broadcast news events and video production shoots; interpreting written script segments in visual terms applying accepted standards of motion, composition and continuity; operating a variety of professional broadcast-quality digital video cameras, video and audio recorders, television production equipment and digital video editing systems; and coordinating uplink to satellites and other systems to transmit news events to television and radio stations. An employee in this job must use discretion and exhibit superior professional judgment in the presentation of information due to the potential for adversely affecting the programs and objectives of the Governor and other Administration officials. Work requires the highest confidentiality standards due to the access to sensitive and confidential information afforded incumbents in this job. Work is performed with considerable independence and is reviewed throughout the assignment by a Digital Video/Audio Specialist 2, Section Chief or other technical or professional supervisor for attainment of goals and objectives, customer satisfaction, timeliness of final product, and adherence to established standards.

EXAMPLES OF WORK: Performs technical video and audio recording for multimedia projects in support of TV and radio production and broadcasting, public information, news feeds, training, documentaries, internal communications and research purposes for all Commonwealth agencies and work involving the Governor and Lt. Governor, Cabinet officials and other high-ranking officials.

Operates professional, broadcast-quality digital video cameras, video recorders, audio recorders, lighting equipment, wired and wireless microphones, digital switchers and mixers, teleprompters and other related television production equipment.

Sets up news events and video productions including lighting, audio and video production equipment, teleprompters, props and other related equipment.

Operates professional digital video editing systems using multiple video and audio sources.

Edits audio news feeds for the PA Radio News Service, video news feeds for the PA Satellite News Service, and multimedia releases for the PA Internet News Service.

Digitally encodes various types of multimedia assets for use in projects.

Searches photographic and video assets stored in the Digital Asset Management System and transcodes or duplicates files.

Inputs and retrieves digital multimedia assets for use in video, audio, multimedia and photographic projects.

Travels to various locations to carryout assignments.

Performs the full range of supervisory duties.

May participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the techniques and principles of video, audio and multimedia production.

Knowledge of professional video, audio and multimedia equipment and software and the use of this equipment.

Knowledge of creative and technical decisions involved in the production of video, audio and multimedia projects.

Knowledge of communication principles and practices.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: Two years experience as a Digital Production Assistant;

Two years of professional video, audio and multimedia production experience and a bachelor’s degree in communications media or a related field;

                                                                                                                                                      or

An equivalent combination of experience and training.
