VIDEO/AUDIO BROADCAST SUPERVISOR, DGS

DEFINITION: This is responsible, professional and creative supervisory work overseeing the video and audio recording and broadcasting of multimedia projects and events in the Bureau of Commonwealth Media Services, Department of General Services.

The employee in this job is responsible for directing, through supervision of a staff of digital video/audio specialists and broadcast engineers, the statewide video and audio recording and broadcasting of highly visible news conferences, events and information via television, radio and other means. Work includes meeting with clients to determine project objectives; providing creative and technical guidance to clients and subordinate staff; preparing project budget estimates; reviewing work products for quality control purposes and to ensure project objectives have been met; and reviewing records of production expenses, materials, time, contract costs for accuracy. Work is developed to effectively and sensitively portray the Governor’s initiatives and objectives and is produced for use by the Governor and Lt. Governors’ Offices, Commonwealth agencies, and the media. Work is reviewed by the Assistant Director, Commonwealth Media Services for program effectiveness, adherence to departmental policies and procedures, and customer satisfaction.

EXAMPLES OF WORK: Directs, plans, coordinates, and supervises all phases of video and audio broadcast projects.

Directs video and audio broadcast services of highly visible, confidential and sensitive events for the Commonwealth.

Provides creative and technical guidance and direction to subordinate digital video/audio specialists and broadcast engineers.

Meets with clients to determine project objectives and methods for complex video and audio broadcast projects.

Prepares budget estimates and monitors and reviews records of project expenses, materials, time, and contract costs.

Resolves conflicts and problems to ensure project objectives are met.

Directs and coordinates the operation of satellite uplink and downlink equipment using both analog and digital equipment.

Directs and coordinates the production of satellite news feeds for television stations.

Oversees the purchase of equipment for video and audio broadcasting projects.

Travels to various locations to carryout assignments.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the techniques and principles of digital television and video and audio broadcasting.

Knowledge of the techniques and principles of professional video, audio and multimedia production.

Knowledge of professional broadcast-quality video, audio and multimedia equipment and software.

Knowledge of the rules, regulations and standards of the Federal Communications Commission.

Knowledge of creative and technical decisions involved in video and audio production and broadcasting.

Knowledge of communication principles and practices.

Ability to analyze and interpret policies and procedures.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as Digital Video/Audio Specialist 2;

                                                                                                                                                          or

Four years of professional video, audio and multimedia production experience, which included two years of video-audio broadcasting experience, and a bachelor’s degree in communications, journalism or a related field;

                                                                                                                                                          or

An equivalent combination of experience and training, which included two years of professional video-audio broadcasting experience.
