DIRECTOR, COMMONWEALTH MEDIA SERVICES, DGS
DEFINITION: This is advanced technical and administrative work directing the Department of General Services’ Bureau of Commonwealth Media Services, which provides multimedia, video, audio and photographic services and assistance to the Governor and Lt. Governors’ Offices, Commonwealth agencies and other governmental offices.
The employee in the job is responsible for directing programs of broad scope and complexity in the field of communications, media relations, videography, photography, cinematography, multimedia and electronic media production. Work includes directing the operation and management of a centralized video production and post-production facility, a cinematography section, a central photographic pool and related processing equipment. Work includes meeting with clients to determine program objectives and methods and to assure desired results. The finished products of the central facility may be used for purposes of education, information, legal documentation, recordkeeping or for statewide or national presentation. Work includes managing the activities of a subordinate professional, technical and clerical staff. Work is performed with a high degree of independence on all technical aspects of the program, and is reviewed by an administrative superior through an evaluation of results for program effectiveness and adherence to departmental policies.
EXAMPLES OF WORK: Plans, organizes, and directs centralized media production facilities and services including the operation of studios, field units, duplication facilities, a central photographic pool, and the full range of multimedia and graphic design work.
Plans and manages all areas of production and project scheduling.
Participates in the planning of educational or informational programs using photographic or electronic media.
Confers with subordinate staff, clients and vendors to determine project objectives and methods and to assure desired results.
Reviews work of subordinate staff for compliance with objectives.
Recommends approval of commercial processing contracts.
Oversees the training of subordinate staff in the use of media production equipment.
Performs the full range of supervisory duties.
May participate in the performance of subordinates’ work consistent with operational or organizational requirements.
Performs related duties as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the equipment and techniques used in digital imaging, still photography, photographic processing, cinematography and electronic multimedia production.
Knowledge of the principles and methods of planning and directing publicity, educational and informational programs using photographic, video production and multimedia methods, materials and equipment.
Knowledge of communication principles and practices.
Knowledge of the principles and practices of governmental budgeting and fiscal management.
Knowledge of the principles and practices of governmental organization and administration.
Ability to establish and maintain effective working relationships.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING: Six years of professional photographic or media production experience, including two years in an administrative capacity, and a bachelor’s degree;

An equivalent combination of experience and training.
