MINE DRAINAGE TREATMENT PLANT MANAGER

DEFINITION: This is managerial work directing the operation and maintenance of several mine drainage treatment plants.

Employees in this class direct the operation and maintenance of several mine drainage treatment plants. Work involves supervising subordinate mine drainage treatment plant supervisors in the efficient operation of mine drainage treatment plants, maintenance of all mine drainage treatment equipment, and testing the plant's effluent for safety and environmental protection. Work also includes developing preventative maintenance programs to attain greater plant efficiency, implementing programs to train subordinates and providing advice on revisions or additions necessitated by plant growth and development. Work includes
planning and organizing work, reviewing work performance, and evaluating the performance of subordinate supervisors engaged in the operation and maintenance of mine drainage treatment plants. Work is assigned in the form of goals and objectives and is performed with considerable independence. Work is reviewed upon completion for operational efficiency and for continuity of services by an administrative supervisor.

EXAMPLES OF WORK: Directs, through subordinate supervisors, the operation and maintenance of machinery and equipment in mine drainage treatment plants.

Plans and organizes work, assigns work, and reviews work performance.

Prepares and signs employee performance evaluation reports.

Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment.

Receives grievances and complaints, conducts investigation into causes and conditions, discusses with employee, and resolves or recommends solutions to grievances and complaints.

Receives, reviews, and approves or disapproves requests for leave.

Develops and implements training programs for subordinates.

Directs the conduct of chemical tests and evaluation of results.

Reviews daily records and plant operation reports and instructs subordinates on methods to improve efficiency of plant operation.

Develops and implements preventative and emergency maintenance programs to insure continuity of plant operations.

Operates Commonwealth owned motorized vehicles including automobiles and light trucks as necessary.

Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the operation of mine drainage treatment plants.

Knowledge of the hazards and safety precautions of the work.

Knowledge of the methods and tools used in operating and maintaining mine drainage treatment equipment.

Knowledge of the chemical techniques and the equipment used in testing mine drainage treatment plant influent and effluent.

Knowledge of the collective bargaining provisions which impact on supervising and managing a mine drainage treatment plant.

Ability to plan, organize, assign and evaluate the work of subordinates.

Ability to develop training programs to train subordinates in the proper use and maintenance of mine drainage equipment.

Ability to supervise subordinates effectively.

Ability to maintain operational records.

Ability to communicate effectively both orally and in writing.

Normal color perception.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Mine Drainage Treatment Plant Supervisor; or three years of experience in the operation and maintenance of a mine drainage treatment plant; including one year in a supervisory capacity; or any equivalent combination of experience and training.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid automobile operator's license as issued by the Commonwealth or Pennsylvania.
