CORRECTIONS UTILITY PLANT SUPERVISOR

DEFINITION: This is supervisory and technical work in the operation, maintenance and repair of a boiler plant at a state correctional institution or facility.

An employee in this job is responsible for supervising the overall operations and maintenance of a boiler plant operation that generates steam, hot water or electricity, or receives steam, hot water or electric supplies from outside vendors at a state correctional institution or facility. Work involves directing the continuous operation of plant equipment; developing and directing programs of ongoing preventive and emergency maintenance; and recommending needed revisions, renovations, and equipment to provide services as operating conditions change. Work also involves developing and implementing changes to reduce operational costs and improve service efficiency. Supervision is exercised over employees on multiple shifts who are responsible for operating and maintaining plant equipment. An employee in this job is also responsible for the care, custody and control of an inmate work crew. Work is performed with considerable technical independence, but is reviewed for service continuity and operational efficiency through reports and plant inspections.

EXAMPLES OF WORK: Supervises the operation, maintenance, and repair of a boiler plant operation.

Ensures the safe, efficient and continuous production of steam or electricity in a boiler plant.

Supervises employees engaged in the operation, lubrication, maintenance, and repair of boilers, boiler feed and chemical feed pumps, feed water heaters, stokers, coal and ash handling devices, and other plant equipment.

Supervises employees who perform standard calibrations and adjustments to heating, ventilating and cooling systems to ensure proper distribution of hot or chilled water.

Supervises the testing of boiler water to determine degree of hardness and amount of chemicals to be added to ensure proper water softness.

Reviews work methods and procedures for safe plant operation and to obtain highest possible fuel consumption efficiency.

Supervises and conducts searches of inmates and work areas for contraband and ensures the internal security of the plant.

Maintains order and discipline over inmate workers.

Prepares requisitions for supplies and equipment.

Performs the full range of supervisory duties.

An employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices governing the operation, maintenance, and repair of steam boilers and related equipment.

Knowledge of the occupational hazards and safety precautions in boiler plant operations.

Knowledge of heating, ventilating and cooling systems related to boiler plant operations.

Knowledge of the tools used in the maintenance and repair of boiler plant equipment.

Ability to read and interpret wiring and plumbing diagrams and blueprints.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively in writing.

Ability to communicate effectively orally.

MINIMUM EXPERIENCE AND TRAINING: Two years as a Corrections Utility Plant Operator;

or

Five years of experience in the operation, maintenance, and repair of a steam generating plant, or steam and electric generating plant, including two years of experience as a lead operator;

or

An equivalent combination of experience and training.
