CORRECTIONS UTILITIES SUPERVISOR

DEFINITION: This is supervisory and technical work directing the provision of multiple utility services for a state correctional institution or facility.

An employee in this job directs the operation, maintenance, and development of multiple utility services, including boiler plant operations used to produce steam, hot water or to generate electricity and either wastewater treatment or water treatment plants at a state correctional facility. Work involves ensuring continuous, safe, and efficient provision of utilities services; developing operational, preventive, and emergency maintenance programs and related policies or procedures; and recommending and implementing utility plant renovations based on operational requirements. Work includes supervising employees assigned
to multiple shifts who are responsible for operating, maintaining and repairing utility plant equipment. An employee in this job is also responsible for the custody, care, and control of the inmate workers. Work is performed with considerable technical independence, but is reviewed for safety, service continuity, and operational efficiency by an administrative supervisor.

EXAMPLES OF WORK: Supervises the operations, maintenance, and repair of multiple utility plant systems.

Reviews reports of heating, electricity generation, and wastewater or water treatment plant operations.

Determines plant efficiency and orders repairs or recommends changes to improve operations.

Requisitions fuel, supplies, and materials needed for efficient operation of utilities.

Maintains order and discipline over inmate workers.

Supervises and conducts searches of inmates and work areas for contraband and ensures the internal security of the plant.

Performs the full range of supervisory duties.

An employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices governing the operation of steam boilers and related equipment.

Knowledge of the occupational hazards and safety precautions in boiler plant operations.

Knowledge of the operation of a wastewater treatment plant.

Knowledge of the operation of a water treatment plant.

Knowledge of supervisory principles and practices.

Ability to read and interpret wiring and plumbing diagrams and blueprints.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively in writing.

Ability to communicate effectively orally.

MINIMUM EXPERIENCE AND TRAINING: Six years of experience in the operation, maintenance, and repair of utility services equipment, including two years in a supervisory capacity;

or

An equivalent combination of experience and training including two years in a supervisory capacity.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid certificate issued by the Pennsylvania State Board for Certification of Water and Wastewater Systems Operators as a water or wastewater treatment plant operator that is equal to or higher than the highest applicable class and type of treatment plant to be operated.

CONDITION OF EMPLOYMENT: Certain positions in this job may be required to possess valid certifications issued by the Pennsylvania State Board for Certification of Water and Wastewater Systems Operators as both a water and wastewater treatment plant operator that is equal to or higher than the highest applicable class and type of treatment plant to be operated.
