DIRECTOR OF CORRECTIONAL INDUSTRIES

DEFINITION: This is responsible administrative work in directing a farm and manufacturing program at state correctional institutions and the sale of goods produced to government agencies.

The employee in this class is responsible for planning, organizing, and directing the manufacturing and marketing of diversified products and farm commodities under the industrial work program in the state correctional system. Work involves marketing analysis, cost evaluation, sales and production forecasts, and industries development in providing a program of industrial training and rehabilitation for inmate workers. Work includes developing policies, operating standards, and procedures for the effective management of resources, including adaptation of electronic data processing in complex cost accounting systems and reporting, and modernization of industrial equipment and processes. Work is performed independently within the broad framework of existing laws and department policies. Supervision is received from the Commissioner of Corrections through conferences and review of overall effectiveness and attainment of state objectives.

EXAMPLES OF WORK PERFORMED: Plans, directs, and coordinates the manufacturing and marketing functions of diversified products and farm commodities.

Develops administrative policies and procedures regarding the management and operation of industries.

Consults with management in commercial industries, and state and municipal officials, for the improvement of, or changes to, product lines and processes.

Initiates and coordinates studies and experiments for the development of new product lines, changes in style and design, sales promotion, improved production standards and practices, and for the effective economical operation of related activities.

Directs the development of accurate and realistic operating budgets, financial analysis, statistical reporting, and implementation of other systems control, as may be applied to electronic data processing.

Consults with institutional officials for the correlation and development of a meaningful and comprehensive training program for inmate workers.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Extensive knowledge of management principles, practices, techniques, and methods of manufacturing.

Thorough knowledge of production processes and marketing techniques.

Thorough knowledge of current technological development related to manufacturing and agriculture.

Considerable knowledge of government operating budgets and cost accounting principles and practices.

Considerable knowledge of vocational training techniques in the rehabilitation of inmates.

Ability to plan, organize, and coordinate the manufacture of diversified products and farm commodities.

Ability to analyze and evaluate operational problems, and to develop policies, methods, and procedures for implementation by supervisory personnel.

Ability to plan, organize, and direct technical and administrative staff for the most effective utilization of material and personnel resources.

Ability to express ideas clearly and concisely, orally and in writing.

Ability to establish and maintain effective working relationships with associates, subordinates, sales and purchasing agents, and the general public.

MINIMUM EXPERIENCE AND TRAINING: Six years experience in manufacturing processes, including three years of experience in management functions; and a bachelor's degree, with major course work in industrial engineering, business administration, industrial arts, vocational education, or industrial education;
