DEPUTY ADMINISTRATOR 1

Definition: This is responsible administrative and supervisory work assisting in directing a small social service program for the aging.

An employee in this class is responsible, in conjunction with the AAA Administrator, for managing and administering a system of social and human services for the aging within a county or multi-county area. The employe monitors direct and contracted services to ensure program effectiveness and conformance with established federal, state and local regulations and policies.

At the direction of the Administrator, the incumbent will assist in planning, developing and implementing a comprehensive annual plan and budget to achieve goals and objectives. This is achieved through supervision of agency program supervisors and contract monitoring. This individual serves in the capacity of AAA Administrator in the Administrator's absence to ensure continued operation and management of the AAA.

Work includes reviewing, analyzing and effectively recommending to the Administrator approval/disapproval of program policies and other operating procedures which may be deemed necessary. Initiative and independent judgment are to be exercised within framework of existing social service laws and policies. Work is reviewed through periodic conference reports for effectiveness of program activities.

Examples of Work: Assists the Administrator in planning and organizing a comprehensive social and human service program of services for the aging.

Participates in the development and administration of an annual budget for the area agency plan.

Coordinates the development of program standards and objectives with AAA Administrator, program supervisor and fiscal staff to ensure cost-effectiveness of AAA human and management services.

Provides assistance to special service providers in the PSA.

Assists the Administrator in the development and implementation of agency policy and procedures.

Plans, reviews and evaluates work of program supervisors and administrative staff.

Approves/disapproves agency expenditures, such as line item program budgets, AAA budget, purchasing and contracts.

Prepares program reports, correspondence and administrative directives.

Serves as administrative liaison with various agency advisory groups.

Evaluates the quality of the area services through monitoring contractual agencies.

Approves agency expenditures and other official reports including program invoices, payroll reports and purchasing requests.

Speaks to various interest groups concerning the functions and programs of the AAA.

Performs related work as required.

Required Knowledges, Skills and Abilities: Knowledge of principles and objectives of social service programs.

Knowledge of principles of public administration.

Knowledge of basic fiscal and programmatic principles and practices.

Ability to plan, organize and direct the work of others.

Ability to gather and analyze information and apply sound judgment in arriving at appropriate conclusions.

Ability to establish and maintain effective working relationships with associates, public officials, administrators and the public in general.

Ability to express ideas orally and in writing.

Minimum Experience and Training Requirements: Two (2) years of professional experience in a human services program, either in an administrative capacity or in providing social services to clients and a Bachelor's Degree;

or

Any equivalent combination of experience and training.
