COUNTY DRUG AND ALCOHOL ADMINISTRATOR 2 L0152
DEFINITION: This is administrative work in implementing and assisting in the development of operational policy in regard to the planning, organization, direction and administration of a comprehensive drug and alcohol program in a Single County Authority (SCA) under an Executive Commission model.
An employee in this class is responsible for the performance of a variety of managerial functions that involve fiscal management, organizational planning, program administration, inter-departmental coordination, public relations and liaison work, data management, personnel, and general administration.
Employees in this class function under a public or private Executive Commission or an independent commission that has been established for the administration of the Drug and Alcohol Program at the county or multi-county level.
Fiscal management responsibilities involve providing a high degree of input into the development of the fiscal plan and supervising the use of all funds for the administration and provision of services under the authority of the SCA.
Organizational planning responsibilities involve data gathering, consensus building, prioritizing needs and services, and analyzing information towards the enhancement of service delivery.
Program administration responsibilities involve planning, organizing and coordinating a comprehensive drug and alcohol service delivery system in an SCA.
General administration responsibilities involve the management and performance of the general operations of the SCA.
Inter-departmental coordination responsibility involves meeting with various Human Service Agencies to provide information and assist in planning and coordinating policy or funding issues.
Other responsibilities include public relations and liaison duties that involve providing significant input into the development of a public relations/liaison plan and implementing that plan; data management duties that involve analyzing collected data to develop recommendations on program management; and personnel management duties that involve hiring staff, leave administration, discipline and grievance handling, and employee performance evaluations.
Supervision is exercised over administrative staff, and in some counties, directly or managerially over in-house prevention and/or treatment staff.
An employee in this class is expected to carry out assignments from start to finish in an independent fashion with general direction provided by an administrative superior or governing body and in accordance with established federal, state and county mandates, policies and procedures. An employee complies with the Department of Health (DOH) contract and monitors the providers for compliance with the SCA contract. Work is reviewed for adherence to the above policies, procedures and guidelines through conferences, written reports and face-to-face discussions in order to determine achievement of goals and objectives.
EXAMPLES OF WORK:
Directs the operations of the SCA and ensures compliance with the PA D&A Abuse Control Act, DOH contract, Pennsylvania Code, Civil Service procedures, local ordinances and SCA mandates, policies, procedures and directives.
Develops and implements contracts, allocates funds for the provision of services, monitors contracts for compliance and assists with contract negotiations.
Studies, analyzes, and evaluates community needs and resources.
Manages the provision of service delivery.
Develops and implements a staff-training plan.
Directs the preparation of reports and documents for various state and county authorities.
Directs the development and implementation of written policies and procedures.
Ensures adherence to the SCA EEO/ADA plans.
Prepares or directs the preparation of grant applications.
Authorizes appropriate client services.
Directs the development and maintenance of the SCA fiscal management systems.
Advocates for client rights and special needs.
Directs the coordination of SCA funded drug and alcohol program components with other social services.
Coordinates the review of data and documents pertinent to the continuation of existing services.
Participates in the planning and development of new and innovative drug and alcohol programs.
Analyzes the impact of proposed legislation on policies and programs.
Performs personnel management work.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:
Knowledge of the laws, regulations, policies and procedures governing the administration of drug and alcohol programs.
Knowledge of the needs assessment process including the methodologies that are applied in collecting, reviewing, analyzing and interpreting statistical data.
Knowledge of the principles and practices of drug and alcohol program planning and development as it relates to the implementation of service provision.
Knowledge of general legislative procedures and processes.
Knowledge of the human service delivery system.
Knowledge of the theory and techniques of personnel management and administration.
Knowledge of the principles and methodologies of a drug and alcohol managed care system.
Knowledge of the principles and methods of business or public program administration and supervision as it relates to program development and the implementation of policies and procedures.
Knowledge of budget preparation, general accounting and fiscal management principles and practices.
Ability to analyze and interpret the impact of proposed legislation.
Ability to prepare program description and written grant proposals to apply for additional alternative funding.
Ability to stimulate community action and assist in drug and alcohol treatment, intervention and prevention programs to meet community and consumer needs.
Ability to provide leadership and to establish and maintain effective working relationships with agency staff, public and private agencies, county commissioners, court officials, community groups and organizations, federal, state and county officials and agency staff and the general public.
Ability to interpret policies/procedures, rules/regulations and legislation.
Ability to understand and apply financial management principles to monitor compliance of subcontractors.
Ability to interpret financial reports and statements and understand and administer multiple funding streams.

MINIMUM EXPERIENCE AND TRAINING:
A Master’s Degree or above from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and two (2) years of professional experience providing direct service and/or program planning in a human service agency, including two (2) years supervising human service professionals;
or
A Bachelor’s Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and four (4) years of professional experience providing direct service and/or program planning in a human service agency, including two (2) years supervising human service professionals;
or
An Associate’s Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and six (6) years of professional experience providing direct service and/or program planning in a human service agency, including two (2) years supervising human service professionals.
