 COUNTY CHILDREN AND YOUTH ADMINISTRATOR I L0201

 

Definition: This is administrative and minor supervisory work in the field of children and youth services.

Employees in this class plan, organize and direct the work of a very small county children and youth social services program involving varied administrative and community organizational responsibilities. Work involves the preparation of The Annual Services Plan and Budget Estimate for a very small county children and youth social services program. Since the program is small, assessing community need, the available resources, and the coordination of children and youth social services is not as complex or varied as in larger counties. Employes usually carry a caseload. Supervision is exercised over a very small professional and clerical staff. Work is performed under the direction of the county commissioners and is reviewed for adherence to established departmental, state and federal policies and procedures through conferences and review of reports.

Examples of Work: Plans and directs the work of a very small county children and youth social services program responsible for providing information and referral services, service planning, protective services, services to children in their own homes, part-day services, services to children temporarily removed from the custody of their parents and services to children in need of permanent transfer of custody.

Prepares the Annual Services Plan and Budget Estimate for a very small county children and youth services program in cooperation with other responsible officials.

Meets regularly with the county advisory board and the county commissioners to present recommendations on employe selections and/or discharges, and the needs of the county's children and youth social services program.

Interprets current children and youth social services policies, programs, and procedures to community agencies, citizen groups and clients.

Supervises a very small professional and clerical staff.

Evaluates staff and recommends personnel actions to the county commissioners.

Conducts staff meetings on a regular basis to discuss program plans and interpret policies to staff.

Provides for the continuing development and evaluation of training programs to meet staff needs.

Prepares, or directs the compilation of reports, correspondences, and the maintenance of files and records.

Performs related work as required.

Required Knowledges, Skills and Abilities: Knowledge of basic social, economic and health problems and available resources as related to children and youth.

Knowledge of basic and modern principles, practices and current developments in the field of children and youth.

Knowledge of the basic principles and practices of supervision, administration, and community organization.

Knowledge of the basic principles of program interpretation and implementation.

Knowledge of basic needs and behavior patterns of children and youth.

Ability to apply the principles and methods of planning and conducting training, studies and surveys.

Ability to coordinate the children and youth program with the juvenile court and probation office.

Ability to plan, organize, direct and evaluate the work of a very small staff.

Ability to exercise judgment in interpreting and implementing departmental, state and federal policies and procedures.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively, both orally and in writing.

Minimum Experience and Training: Three years of experience in the field of public or private social work, including one year working with children and youth; and a bachelor's degree;

or

Any equivalent combination of experience and training.
