COUNTY CHILDREN AND YOUTH ADMINISTRATOR IV L0204
Definition: This is responsible administrative and supervisory work in the field of children and youth services.
Employees in this class plan, organize and direct the work of a large county children and youth social services program involving complex and varied administrative and community organizational responsibilities. Employes are responsible for the preparation of The Annual Services Plan and Budget Estimate for a large county children and youth program in cooperation with other responsible officials. Work includes coordination of agency programs with community needs, available resources, and the evaluation of program and staff effectiveness. Employees direct the operation of the children and youth social services program through supervisory staff. Supervision is exercised over a large professional, technical and clerical staff. Work is performed under the general direction of the county commissioners in accordance with established departmental, state and federal policies and procedures and is reviewed through conferences, written reports and evaluation of results attained.
Examples of Work Performed: Plans, organizes and directs the work of a large county children and youth social services program responsible for providing information and referral services, service-planning, protective services to children in their own homes, part-day services, services to children temporarily removed from the custody of their parents and services to children in need of permanent transfer of custody.
Prepares The Annual Services Plan and Budget Estimate for a large county children and youth program in cooperation with other responsible officials.
Negotiates, awards, evaluates and monitors contractual agreements to provide necessary services.
Meets regularly with the County Advisory Board, the citizen advisory committee and the county commissioners on matters pertaining to the county's children and youth social services program.
Participates in meetings and conferences for the purpose of providing educational information to community groups interested in children and youth social services and juvenile probation programs.
Evaluates program and staff effectiveness and makes recommendations to the county commissioners on employe selection and/or discharge in accordance with duly authorized and approved personnel policies and procedures.
Supervises a large professional, technical and clerical staff.
Directs, and to some extent, participates in the development and evaluation of training programs to meet staff needs.
Directs the compilation of reports, preparation of correspondence and maintenance of files and records.
Meets regularly with staff to discuss program plans and interpret policies.
Required Knowledges, Skills and Abilities: Knowledge of the state, federal and county standards, regulations and policies governing the children and youth social services program.
Knowledge of the principles of program interpretation and implementation.
Knowledge of the principles and practices of administration, supervision and community organization.
Knowledge of current social, economic and health problems and resources available to meet problems affecting children and youth.
Knowledge of individual and group behavior with special emphasis on children and youth needs and behavior patterns.
Knowledge of the policies and operations of Juvenile Courts and probation and parole agencies.
Ability to exercise judgment in interpreting and implementing state, federal, county and departmental program policies and procedures.
Ability to plan, organize, direct, and evaluate the work of a large children and youth program staff.
Ability to provide leadership and to establish and maintain effective working relationships with staff members, other agencies, institutions and the general public.
Ability to evaluate staff and program effectiveness.
Ability to prepare comprehensive reports and to communicate effectively, both orally and in writing.
Minimum Experience and Training: Five years of progressively responsible experience in the field of social services, including three years in an administrative or supervisory capacity in a children and youth social services program agency; and a bachelor's degree;
or
Any equivalent combination of experience and training.
