COUNTY CHILDREN & YOUTH ASSISTANT ADMINISTRATOR 2 L0207
Definition: This is responsible administrative and supervisory work assisting a Children & Youth Administrator 4 in directing a large county children and youth agency.
An employee in this class is responsible, under the direction of the Children & Youth Administrator 4, for the supervision of agency program supervisors. In this capacity, the employee reviews, analyzes and develops necessary operational policies and procedures; assists in planning, developing and implementing a comprehensive annual plan and budget; and monitors direct and contracted services to ensure program quality, efficiency and conformance with established federal, state and local regulations and policies. In the absence of the agency director, this employe is responsible for the continued operations of all agency programs and services. Employes may be assigned a small caseload. Work is reviewed through conferences and reports.
Examples of Work Performed: Plans, reviews and evaluates the work of program supervisors.
Reviews, analyzes and develops agency operational policies and procedures.
Assists in planning, developing and implementing a comprehensive agency annual plan and budget.
Monitors direct and contracted services to ensure program quality, efficiency and conformance with established federal, state and local regulations and policies.
Develops and implements an in-service training plan for agency service staff.
Represents the agency director at meetings with the public, the judiciary, and state and local officials concerning the functions and program of the county children and youth agency.
Prepares, or directs the preparation of, a variety of program reports and correspondence.
Ensures the continuation of agency programs and services in the absence of the agency director.
Performs related work as required.
Required Knowledges, Skills and Abilities: Knowledge of the basic social, economic and health problems and available resources as related to children and youth.
Knowledge of principles of public administration.
Knowledge of basic and modern principles, practices and current developments in the field of children and youth.
Knowledge of basic principles and practices of supervision, administration and community programs.
Knowledge of basic fiscal and programmatic principles and practices.
Knowledge of basic needs and behavior patterns of children and youth.
Ability to plan, organize, direct and evaluate the work of others.
Ability to exercise judgment and discretion in interpreting and implementing departmental, state, federal and local policies and procedures.
Ability to coordinate children and youth programs with the juvenile court and probation office.
Ability to establish and maintain effective working relationships with agency staff, county commissioners, court officials, state program and administrative staff, and the public in general.
Ability to communicate effectively, both orally and in writing.
Minimum Experience and Training: Four years of experience in the field of public or private social work, including one year in an administrative or supervisory capacity in a children and youth social services program agency; and a bachelor's degree;
or
Any equivalent combination of experience and training.
