SERIES NATURE OF WORK: The Deputy County Intellectual Disabilities Administrator series describes work in assisting a County Mental Health/Intellectual Disabilities Administrator in directing the intellectual disabilities components of a county mental health/intellectual disabilities (MH/ID) agency.

DEFINITION: This is professional and supervisory work assisting a County Mental Health/Intellectual Disabilities Administrator 4 in directing the intellectual disabilities components of a complex county MH/ID agency.

An employee in this job supervises all intellectual disabilities functional components administered by the county/joinder under the direction of the County Mental Health/Intellectual Disabilities Administrator 4. Work involves reviewing, analyzing, and developing intellectual disabilities operational policies and procedures; assisting in planning, developing, and implementing an intellectual disabilities annual plan and budget; and monitoring direct and contracted intellectual disabilities services to ensure program quality, cost effectiveness, and conformance with established federal, state, and local intellectual disabilities regulations and policies. Work may involve responsibility for the continued operations of all MH/ID programs in the absence of the County Mental Health/Intellectual Disabilities Administrator 4. Supervision is exercised over professional and support staff, and work is reviewed for adherence to broad intellectual disabilities policies and procedures through conferences and written reports.

• Plans, reviews, and evaluates the work of professional and support staff in implementing the intellectual disabilities programs of a county/joinder MH/ID agency.

• Assists the County Mental Health/Intellectual Disabilities Administrator 4 in planning, developing, and implementing an intellectual disabilities annual plan and budget.

• Monitors all direct and contracted intellectual disabilities services to ensure program quality, cost effectiveness, and conformance with established federal, state, and local intellectual disabilities regulations and policies.

• Approves or disapproves county/joinder intellectual disabilities expenditures, purchase requests, and contracts.

• Develops and implements an in-service training plan for county/joinder intellectual disabilities staff.

• Represents the County Mental Health/Intellectual Disabilities Administrator 4 at meetings with federal, state, and local officials and the public concerning intellectual disabilities functions, programs, and initiatives.

• Ensures, if designated, the continuation of all county/joinder programs and services in the absence of the County Mental Health/Intellectual Disabilities Administrator 4.

• Directs and participates in the preparation of a variety of intellectual disabilities program reports and correspondence.

• Researches and disseminates information on current developments, best practices, and updated laws and regulations in the field of community intellectual disabilities.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the theories, principles, and practices in the field of community intellectual disabilities program management.

• Knowledge of the principles and practices of public administration.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of community intellectual disabilities programs and resources.

• Knowledge of applicable laws and regulations governing the administration of county intellectual disabilities programs.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to interpret and apply federal, state, local, and departmental regulations, policies, and procedures.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a County Intellectual Disabilities Program Director (local government title);

or

• Six years of professional experience in the field of intellectual disabilities including four years of administrative, supervisory, or managerial work; and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes six years of professional experience in the field of intellectual disabilities, including four years of administrative, supervisory, or managerial work.
