DIRECTOR OF HOUSING MANAGEMENT

DEFINITION:  This is responsible administrative and supervisory work directing the public housing programs and policies for a Housing Authority.

An employee in this job is responsible for the planning, policy development and oversight of housing management operations.  Work performed at this level has broad operational and administrative impact upon housing management functions such as evictions, rent collections, rent rolls, petty cash, transfers, rent calculations, charge-offs and applications for housing assistance.  Employees develop or modify established policies and procedures involving residential real estate management including admissions, occupancy and relocation; ensure goals and objectives are being met in accordance with Federal, state and local regulations; identify areas for improvement; and provide recommendations to the Executive Director to attain goals and objectives.  Supervision is exercised over a diverse professional and support staff.  Work is performed with considerable independence, subject to review by an administrative superior, through conferences and review of reports.

EXAMPLES OF WORK:  Plan, organize and direct the housing management operations of a Housing Authority.

Develop, recommend, evaluate, update and implement, with the approval of the Executive Director, housing program policies and procedures, as required.

Administer the Housing Authority’s day-to-day housing management operations.

Ensure Federal, state and local regulations, as well as agency policies, are followed. 

Confer regularly with the Executive Director on operations and progress toward meeting established goals.

Develop and implement strategies and programs to ensure long-term residency, as well as the marketing of housing units to ensure occupancy of vacancies.

Directly supervise assigned agency personnel to ensure agency policies and procedures are properly implemented and performance standards are met or exceeded.

Monitor work assignments to ensure they are completed correctly and within the designated time frames.

Perform the full range of supervisory duties for staff including addressing performance issues, providing direction and counseling, as needed recommending training courses, and conducting accurate and timely performance evaluations as required.

Define management improvement needs and develop recommendations. 

Work closely with consultants to the agency to complete assignments.

Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILS AND ABILITIES:  Knowledge of the principles and methods of supervision, such as employee training and performance evaluation.

Knowledge of generally accepted practices in the property management industry.

Knowledge of the principles and methods of report preparation.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to utilize a personal computer and associated software.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING:  Five years of professional administrative experience in subsidized housing or residential property management;

Or

Two years as a Property Manager;

Or

One year of professional administrative experience in subsidized housing or in residential property management and a bachelor’s degree.
