DIRECTOR OF CAPITAL IMPROVEMENTS

DEFINITION:  This is highly responsible administrative and supervisory work directing public housing programs in the areas of development, maintenance, modernization, procurement, inventory and special programs for a Housing Authority.

The Director is responsible for the planning, inspection, and oversight of housing authority construction and modernization projects.  Work performed at this level has broad operational and administrative impact upon housing development functions such as design, project organization, preparation and oversight of bidding documents, maintenance of budgets and project schedules, and notification of residents of modernization status.  The Director must apply and assure compliance with rules, guidelines and regulations, including 504 handicap accessibility, lead-based paint elimination, modernization standards, Capital Fund Programs requirements, procurement policies, labor regulations, and maintenance activities. Work also includes reviewing preliminary project designs and specifications, and providing recommendations to the Executive Director for final selection.  Supervision is exercised over a diverse professional and support staff.  Work is performed with considerable independence, subject to review by the Executive Director, through conferences and review of reports.

EXAMPLES OF WORK:  Plans, organizes, implements, inspects and directs construction and modernization projects.

Develops and implements long range construction programs.

Ensures compliance with federal, state and local regulations, and agency policies.

Conducts meetings to advise residents of modernization status.

Prepares bidding documents and specifications for construction projects. 

Prepares, maintains and ensures program compliance with Maintenance and Capital Fund Program budgets.

Develops and maintains project schedules as required by HUD regulations.

Maintains a working knowledge of, and ensures compliance with current rules and regulations affecting the housing authority.

Reviews project designs and specifications; makes recommendation for final selection.

Oversees and ensures compliance of all procurement activities with policies, rules and regulations.

Serves as liaison with accounting personnel.

Reviews current legislation to fund additional agency needs.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of his/her subordinates’ work consistent with operational or organization requirements.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:  Knowledge of the principles and methods of supervision.

Knowledge of architecture, building blueprint specifications, and residential housing design.

Knowledge of laws, rules, and regulations pertaining to contract administration, bid documents, procurement, and labor related matters.

Knowledge of bid specifications preparation and requests for proposals.

Knowledge of building renovation, construction, planning, development, and maintenance of housing.

Knowledge of basic personal computer usage.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING:  Two years as a Building Maintenance Foreman, Construction Inspector Supervisor, or Maintenance Superintendent;

 or

Six years of professional housing construction experience in one or more of the building trades including one year of supervisory experience;

 or

 Six years of professional experience in planning, organizing, implementing, inspecting or directing construction and modernization projects in residential housing including one year of supervisory experience;

 or

An equivalent combination of experience which includes one year of supervisory experience in housing construction.
