DEFINITION: This is administrative work assisting in directing and coordinating a comprehensive housing authority program. An employee in this class serves as an assistant to the Executive Director in performing administrative, management and/or financial responsibilities of a Housing Authority. In smaller housing authorities, the day-to-day administration of programs is supplemented by direct supervision of a major program. A key concern of an employee in this job title is achieving a smooth and efficient integration of internal programs assigned to the Executive Director. Supervision is exercised over a diversified professional and support staff. Work is performed with considerable independence in accordance with established performance standards and within the framework of applicable laws, policies and regulations and is subject to review by the Executive Director primarily through conferences and analysis of written reports.
EXAMPLES OF WORK: Assists in planning, directing and coordinating a large housing authority program, such as the public housing program and the Section 8 housing assistance program.
Assists in planning, directing and coordinating a housing authority’s financial, accounting, budgeting polices, regulations and requirements.
Directs the activities of assigned departments or programs through technical and administrative instructions to subordinate staff.
Coordinates staff activities; makes recommendations relative to programs and projects submitted; identifies and coordinates renovations and maintenance activities; and coordinates and plans programs.
Implements approved and funded programs; prepares and presents reports to the Executive Director.
Assists in formulating budgetary plans and estimates and establishes controls to ensure effective use of funds.
Assists in the development of local procedures, rules and regulations and submits recommendations for policy changes to the Board of Commissioners.
Assists in designing programs to increase effectiveness of managerial policies and practices through improved methods, procedures and organizational structures.
Conducts regular staff meetings and assists project managers in interpreting federal, state and local rules and regulations.
Serves as a representative of a housing authority at meetings, conferences and hearings.
Performs other related duties as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of the principles and practices of budget administration, personnel management, contract management, accounting and procurement.
Knowledge of the principles and methods of administration and supervision.
Ability to learn the theories, procedures and practices of housing authority administration.
Ability to learn current federal, state and local legislation and regulations affecting the operations and programs of a housing authority.
Ability to plan, organize and direct the work of staff involved in administrative, financial, maintenance and/or tenant related services.
Ability to establish and maintain effective working relationships with associates, subordinates, government officials and the public.
Ability to express ideas clearly and concisely, both orally and in writing.
MINIMUM EXPERIENCE AND TRAINING: Two years of professional administrative supervisory experience in a housing authority or other publicly or privately owned government subsidized housing and a bachelor’s degree;
or
Three years of professional administrative experience in residential property management, which included two years of supervisory experience, and a bachelor’s degree;
or
An equivalent combination of experience and training which included two years of professional administrative supervisory experience in subsidized housing or three years of professional administrative experience in residential property management, which included two years of supervisory experience.
