COUNTY FISCAL OFFICER 2                                L0316

Definition:

This is professional fiscal and administrative work supervising and/or administering the financial operations in a human services agency, or assisting a County Fiscal Officer 3 or Administrator.

An employee in this class administers the financial operations or serves as an assistant to a County Fiscal Officer 3 or administrator in an Area Agency on Aging, or a County Mental Health/Intellectual Disability Agency, or a Children and Youth Agency, or a Drug and Alcohol Single County Authority (SCA), or other county human services agency. Work involves budget development; the maintenance of a complex fiscal and accounting structure; the review and monitoring of agency and provider fiscal and accounting operations, including such areas as budget, receipts and expenditures; the review and monitoring of fiscal and accounting operations of program funded and fee-for-service provider agencies; the conducting of internal program reviews and audits and the conduct and review of small scale audits of provider agencies, and the provision of training and technical assistance to provider agencies. Work also involves responsibility for fiscal/budget forecasting, development of indirect cost allocation plans and cost settlements; participation in the development and fiscal monitoring of contracts; the maintenance of complex fiscal, accounting and banking records and client accounts; and the preparation of tax returns and a variety of reports. Work may involve participation in the bidding and procurement of supplies and services. Work may also include responsibility for the preparation of payroll for the agency or preparation and submission of all supportive payroll data for the agency to the county's fiscal office. Supervision may be exercised over professional, technical and/or clerical staff. Work is performed with considerable independence under the direction of an administrative supervisor, and is reviewed through conference and reports.

Examples of Work Performed:

Serves as the director of fiscal management for a Area Agency on Aging, or a County Mental Health/Intellectual Disability Agency, or a Children and Youth Agency, or a Drug and Alcohol SCA, or other county human services agency.

Prepares or assists in the preparation of budgets for an area agency on aging, or mental health/intellectual disability, drug and alcohol, children and youth agency, or a human services agency. 

Reviews and monitors program budget, receipts and expenditures.

Supervises the fiscal operations of the drug and alcohol program when this program is administered by the MH/ID agency.

Reviews and monitors the fiscal and accounting operations of program funded and fee-for-service provider agencies for the mental health/intellectual disability, and drug and alcohol programs.

Conducts and reviews small scale audits of provider agencies.

Provides training and technical assistance to provider agencies in such areas as budget development, fiscal management and the preparation of related fiscal reports.

Develops fiscal/budget forecasting, indirect cost allocation plans and cost settlements.

Develops funding proposals for new funding, in conjunction with administration, for the maintenance and expansion of human services programs.

Participates in the development and fiscal monitoring of contracts.

Maintains complex fiscal, accounting and banking records and client accounts.

Conducts internal audits and the audit of provider agencies; meets with private audit representatives in regards to audits conducted of program funded or fee-for-service provider agencies.

Classifies and analyzes financial data.

Conducts or supervises the preparation of tax returns, the recording, review, processing, controlling of fiscal/accounting documents and preparation of a variety of federal, state, and county financial statements and reports.

Prepares or assists with the preparation of the annual plan as it relates to budget, fiscal forecasts and expenditures; coordinates planning with agency program staff.

Drafts revisions to fiscal policies and procedures.

Designs and completes cost studies as requested.

May be responsible for the preparation of payroll for the agency, or the preparation and submission of supportive payroll data to the county's fiscal office.

Supervises staff of professional, technical, and/or clerical employees involved in the ongoing review and monitoring of the program budget, receipts and expenditures.

Meets with county, state or federal government officials, representatives from public or private agencies, private auditing firms and other interested parties.

Performs related work as required.

Required Knowledges, Skills and Abilities:

Knowledge of the principles and practices of public fiscal administration.

Knowledge of accounting principles and procedures.

Knowledge of the principles and practices of auditing and cost accounting.

Knowledge of basic capabilities of electronic and automatic data processing as it relates to fiscal operations.

Knowledge of social welfare program planning and operations as it relates to fiscal management.

Knowledge of modern office management methods. 

Ability to identify and analyze trends and provide fiscal and budgetary forecasts.

Ability to plan, assign, review and supervise the work of a staff of professional, technical, and/or clerical employees.

Ability to provide guidance, training and technical assistance to subordinates and staff of program funded or fee-for-service agencies.

Ability to evaluate staff and program effectiveness.

Ability to establish and maintain effective working relationships with county, state and federal officials, public or private administrators, associates, subordinates, representatives of provider agencies and others.

Ability to express ideas effectively, both orally and in writing.

Minimum Experience and Training:

One year as a County Fiscal Officer 1;

Or

Two years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting;

Or

Four years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting;

Or

An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.
