ACCOUNTANT (Housing)

 

Definition: This is professional accounting work in the classification, analysis, and reporting of financial data.

An employee in this class analyzes financial transactions and prepares documentation, financial statements and reports to control and account for housing authority funds and to analyze and project financial data for a variety of programs or funds. Employees perform a wide variety of professional accounting work, but some assignments require an emphasis upon a specific accounting specialty. Supervision may be exercised over a small clerical staff. Work is performed within general policies and procedures and is subject to review by an administrative or professional superior.

Examples of Work Performed: Maintains or supervises the maintenance of accounting records.

Supervises the maintenance of expenditure and budgetary control accounts; takes trial balances and prepares financial reports.

Maintains general ledgers with subsidiary ledgers that conform to it.

Conducts internal audits of project or other accounting records.

Prepares reports of internal audits and submits recommendations for the improvement of accounting operations.

Prepares adjustments and verifies them for the correct application of accounting principles.

Prepares accounting reports and budgetary projections for program personnel.

Maintains and analyzes records of raw materials, labor, and overhead to determine the cost per housing unit, and to determine the division of the cost overhead between the different housing projects or units or within cost centers.

Analyzes inventory reports and develops standards to maintain inventories at the desire level.

Maintains inventory controls to maintain accurate records of materials in stock, in process, and finished products to determine cost and wastage.

Performs related work as required.

Knowledges, Skills, and Abilities: Considerable knowledge of commonly accepted accounting principles and procedures.

Knowledge of the principles and practices of auditing and cost accounting.

Some knowledge of the principles and practices of office management.

Ability to assemble, analyze, and prepare reports and statements of difficult financial data.

Ability to analyze and interpret accounting and cost accounting records.

Ability to apply accounting principles to the solution of a variety of accounting or fiscal problems.

Ability to develop and install modifications in established accounting systems, procedures, records, and controls.

Ability to establish and maintain effective working relationships.

Experience and Training: One year of professional accounting experience and a bachelor’s degree, including or supplemented by fifteen credits in accounting;

or

 

Five years of bookkeeping experience and fifteen college credits in accounting.

or

Any equivalent combination of experience and training.
