BUDGET ANALYST II L0332
Definition: This is advanced technical work in the field of budget administration.
An employee in this class is responsible for the formulation and administration of relatively small and less complex agency budgets. At this level personal work contacts are with fiscal and operating officials to provide technical advice and assistance on problems of average difficulty and to negotiate minor points of disagreement. The employe has considerable latitude of action in carrying out assignments within established work procedures and policies. Regular assignments are completed without reference to the supervisor, who reviews finished work for completeness, clarity, and results.
Examples of Work: Examines the operations of agencies with relatively small and less complex budgets; obtains facts on details of organization and costs, and utilizes such information in budget preparation and administration.
Examines budget estimates for completeness, accuracy, and conformance with procedures, regulations, and prevailing policies.
Examines requests for budget revisions; recommends approval or denial; drafts correspondence to explain why budget revisions are being altered or denied.
Analyzes monthly agency budgeting and accounting reports for the purpose of maintaining expenditure controls.
Provides technical advice and assistance to agency officials in the preparation of budgets.
Assembles fiscal and statistical data for use in budgetary evaluations and budget hearings; attends budget hearings; and maintains files of budgetary information.
Analyzes appropriation bills, and evaluates the possible effects on agency programs and fiscal operations.
Performs related work as required.
Required Knowledges, Skills, and Abilities: Considerable knowledge of the principles and practices of budget administra-tion with special reference to governmental procedures, practices, and objectives.
Knowledge of the principles and practices of public administration.
Some knowledge of the principles and practices of governmental accounting.
Ability to comprehend program goals, objectives, and operations and to relate these to budget analysis.
Ability to prepare and interpret financial reports and statements.
Ability to organize and present clear and concise oral and written reports of findings and recommendations.
Ability to establish and maintain effective working relationships with department officials and staff associates.
Minimum Experience and Training: One year of experience as a Budget Analyst I; or two years of experience in technical budget administration work, and a bachelor's degree; or any equivalent combination of experience and training.
