BUDGET ANALYST III L0333

 

Definition: This is minor supervisory or advanced technical work in the field of budget administration.

An employee in this class is responsible for supervising staff engaged in the examination and administration of a few relatively small and less complex county program budgets, or for supervising budget analysts and clerical employees engaged in the formulation and administration of a moderate size county program budget, or for performing advanced journeyman level work of comparable difficulty and responsibility. Personal contacts are for the purpose of providing advice on difficult budgetary problems and negotiating to obtain approval of proposals and recommendations. Supervision is normally exercised over technical and clerical employes. The employee exercises considerable independent judgment in planning and carrying out assignments. Completed work is reviewed by a superior for soundness, completeness, and adherence to state budgetary and fiscal policies.

Examples of WorkSupervises a segment of the county program budget examination program with responsibility for the examination and administration of a small cluster of relatively small and less complex budgets.

Supervises technical and clerical employees engaged in the compilation of statistical, fiscal, and program information for the formulation and administration of a moderate-size county program budget.

Performs non-supervisory duties in the examination and administration, or formulation and administration of highly complex budgets involving intricate funding operations and the projection of needs for a large number of complex programs.

Examines, or supervises the examination of budget estimates for completeness, accuracy, and conformance with procedures, regulations, and prevailing policies.

Examines, or supervises the examination of requests for budget revisions; recommends approval or denial; drafts correspondence to explain why budget revisions are being altered or denied.

Provides technical advice and assistance to agency officials in the preparation of county budgets, including the interpretation of budget policies.

Prepares and assembles, or directs the preparation and assembly of, fiscal and statistical data, charts, graphs, and reports for use in budgetary evaluations and budget hearings; attends budget hearings.

Participates in the development of instructions for the preparation, analysis, and control of county budgets.

Performs related work as required.

Required Knowledges, Skills, and Abilities: Thorough knowledge of the principles and practices of budget administration with special reference to governmental procedures, practices, and objectives.

Considerable knowledge of the principles and practices of public administration.

Knowledge of the principles and practices of governmental accounting.

Knowledge of the principles and practices of supervision and office management.

Some knowledge of current theory in budget administration.

Ability to plan and direct the work of subordinates engaged in the preparation, analysis, and control of Departmental budgets.

Ability to comprehend program goals, objectives, and operations and to relate these to budgetary analysis.

Ability to apply and promote the use of management techniques in county operations in order to obtain budgetary savings.

Ability to aid and encourage program administrators to utilize the budget process in current and long-range planning.

Ability to prepare and interpret financial reports and statements.

Ability to organize and present clear and concise oral and written reports of findings and recommendations.

Ability to establish and maintain effective working relationships with associates, subordinates, and representatives of other governmental agencies.

Minimum Experience and Training: One year of experience as a Budget Analyst II; or three years of progressively responsible experience in technical budget administration work; and a bachelor's degree; or any equivalent combination of experience and training.
