COMPTROLLER (Housing)

 

Definition: This is responsible supervisory and professional accounting work in the maintenance of the housing authority’s fiscal records.

An employee in this class serves as comptroller for a housing authority with complex accounting and fiscal operations. Work involves directing and coordinating the preparation of documentation, financial statements and reports to control the housing authority’s funds. Work includes the development of effective systems and procedures of fiscal management applicable to all programs of the housing authority. Work also involves planning, organizing, and directing the pre and post auditing of payrolls, and the maintenance of control records required to prepare the financial statements and documents necessary for program review and planning. A major responsibility of this work involves advising superiors on accounting operations and procedures essential to policy formulation. Both professional accounting and administrative skills are important but major emphasis is placed on the skill of planning, organizing, and directing complex fiscal operations. Supervision may be exercised over a staff of accounting, auditing, and clerical personnel involved in receiving, recording, and reporting accounting data. Work is performed with considerable independence for the resolution of day-to-day problems but is reviewed for conformance to established standards and policies.

Examples of Work Performed: Designs, installs, and uses accounting systems to produce operating data for accounting reports required under federal, state, and local regulations and procedures.

Establishes and maintains general ledgers, receipt and disbursement journals and prepares journal vouchers for each program entity.

Exercises control over and has responsibility for investing and re-investing housing authority funds.

Consults with the Executive Director and Commissioners or Directors on housing authority finances and fiscal affairs.

Reviews and participates in the preparation of cost estimates to determine the feasibility of new or expanded programs.

Supervises and participates in the review of overhead and inventory costs.

Maintains records of operational costs and the distribution of direct and indirect costs to proper accounts.

Prepares analytical accounting reports and budgetary projections for the Executive Director and program personnel.

Assists administrative and program personnel in interpreting accounting, financial, and fiscal reports in terms of achieving program goals and maintaining program effectiveness.

Performs related work as required.

Knowledges, Skills, and Abilities: Thorough knowledge of the principles and practices of public finance and accounting.

Thorough knowledge of modern principles and practices of housing authority fiscal operations.

Considerable knowledge of the principles, practices, and techniques of office management and supervision.

Ability to plan, organize, and direct the operations of an accounting and fiscal control office.

Ability to develop and maintain the professional and administrative relationships necessary in providing administrative fiscal control and guidance.

Ability to train and develop subordinates.

Ability to prepare and present effective oral and written reports on accounting and fiscal operations.

Experience and Training: Four years of progressively responsible professional accounting experience including one year of supervisory experience and a bachelor’s degree including or supplemented by fifteen college credits in accounting;

or

Any equivalent combination of accounting experience and training.
