DESCRIPTIVE STATISTICIAN 2 L0346

 

Definition: This is advanced technical or lead work in the collection, organization, classification, and summarization of quantified data.

An employee in this class is responsible for the compilation;, organization, editing, tabulation, and presentation of quantified data by a group of clerks, statistical clerks and assistants; or collects, organizes, classifies, tabulates and summarizes quantified data where this requires the development of the data collection devices and data presentation formats. Work involves applying subject matter and agency program considerations, logic, and elementary mathematical or statistical techniques such as means, medians, modes, and percentages to the classification, evaluation and interpretation of data; modifying estimates and conclusions in accordance with information gathered; and insuring the accuracy, relevance and reliability of the data in the collection, processing, and summarization phases. Lead work includes planning and organizing work activities, coordinating the efforts of the unit, and insuring the various parts of the report are completed in the form and format of the final report. Lead work also includes recommending approval or disapproval of leave based upon work status and discussing unit and individual work performance with supervisory personnel. Comparable non-lead work is characterized by the increased technical difficulty involved in designing specialized data collection procedures and forms and the development of data reports and displays designed to display special agency and program considerations. Work is received in the form of a project or study scope and objectives and completed work is reviewed by a higher-level statistician or administrative superior for adequacy, soundness and applied techniques.

Examples of Work: Leads in the planning, organization, coordinating and conducting of a variety of recurring projects and special studies; or plans, organizes and conducts a variety of recurring projects and studies involving the classification, verification, logical interpretation and summarization of quantified data concerning agency or state programs, operations, and characteristics.

Plans, organizes, assigns, coordinates, and reviews the work of clerks, statistical clerks and assistants engaged in data collection, editing, organization, tabulation, and presentation.

Leads in the coordination or coordinates data collection according to project schedule to insure deadlines are met.

Leads in the classification or classifies data into subcategories by types and preparing tables, charts and graphs.

Advises supervisor on the performance of clerks, statistical clerks and assistants and makes recommendations regarding approval of leave requests.

Evaluates tables, charts and graphs to determine trends or logical interpretation of data within the context of the project or study and prepares narrative summaries to explain the meaning of the tables, charts, and graphs.

Calculates estimates and trends through the application of elementary mathematical or statistical methods such as trend projections, means, medians, modes and percentages.

Prepares narrative and interpretive summaries to fulfill governmental reporting requirements.

Reviews reporting forms submitted to ensure completeness of information and to determine where reporting improvements can be made.

Designs forms and questionnaires and participates in the application of automatic data processing equipment to data collection, organization, interpretation and presentation.

Leads in the definition and revision of terms and codes to insure uniformity of data collection, organization, classification and presentation.

Visits or writes data collection sources to explain collection procedures, data requirements, and answers questions regarding reporting procedures.

Performs related work as required.

Required Knowledges, Skills, and Abilities: Knowledge of the standard principles and practices of collecting, organizing, classifying, verifying or adjusting, logically interpreting, presenting and summarizing quantified data.

Knowledge of the statistical goals and objectives of governmental agencies.

Knowledge of the uses and application of automatic data processing to quantified data collection, organization and presentation.

Ability to apply logic to the interpretation and summarization of quantified data.

Ability to effectively present findings and conclusions in narrative, tabular and graphic form.

Ability to plan, organize, assign and review the work of clerks, statistical clerks and assistants and to make recommendations regarding their performance.

Ability to establish and maintain effective working relation-ships with associates, clerks, statistical clerks and assistants, administrators and personnel in other units and agencies.

Minimum Experience and Training: One year as a Descriptive Statistician 1;

or

Two years of experience in the collection, compilation, editing and logical interpretation of quantified data and a bachelor's degree;

or

Any equivalent combination of experience and training.
