STATISTICAL ANALYST 2 L0392
Definition: This is technical work in the analysis of statistical and quantified data.
An employee in this class performs journeyman level work in the statistical analysis of data and preparation of reports of findings which form the basis for governmental decision making. Work normally required meeting with program administrators, subject matter specialists, and other governmental officials to determine the objectives of the study or project and the levels of statistical reliability and significance required in data manipulation. Work involves determining the data base required; designing forms and questionnaires to collect the data; analyzing the data using regression analysis, analysis of variance, chi-square and tests, and other non-parametric methods; and preparing reports of findings. Work includes preparing reports of extensions required, bias, statistical significance and confidence levels which would impact on the use of the data analysis of decision making. Work may involve developing, or assisting electronic data processing specialists in developing, computer applications to manipulate and statistically analyze the data gathered. Work is received in the form of study goals and objectives and completed work is reviewed by a technical or administrative superior for attainment of study goals and usablity of the results in the decision making process.
Examples of Work: Develops project or study plan to meet expected objectives and collects, classifies, and analyzes data regarding an agency or state program.
Determines sampling techniques applicable to the project or study including the determination of confidence limits and selects appropriate statistical techniques or methods.
Designs forms and questionnaires necessary to obtain data base and determines the application of automatic data processing equipment to the collection, analysis, and presentation of quantified data and statistics.
Defines terms and codes to insure uniformity in the collection, analysis, and presentation of the data.
Evaluates data received to develop or revise hypothesis which can be tested within the scope of the project or study.
Analyzes data using statistical or mathematical techniques such as regression analysis, non-parametric methods, t and chi-square tests and analysis of variance.
Prepares narrative and statistical reports to explain data collection and analysis process, the data meanings, and
conclusions and findings which can be drawn from the data.
Reviews data collection and organization methods and procedures and recommends revisions as necessary to improve validity, reliability, and relevance of data.
Performs related work as required.
Required Knowledges, Skills, and Abilities: Knowledge of the proper application of statistical and mathematical theories and methods to the sampling, collection, analysis, interpretation, and presentation of quantified data and statistics.
Knowledge of analytical, statistical and mathematical theories applicable to planning and evaluating agency or state objectives, programs or operations.
Knowledge of the uses and applications of automatic data processing to quantified data collection, organization, and presentation.
Ability to apply statistical and mathematical theories and methods to the analysis and interpretation of data relating to agency or state objectives, programs and operations.
Ability to express and interpret meaningful relationships, estimates, projections, and analysis in proper statistical or mathematical terms, formulas and symbols as well as narrative, tabular and graphic form.
Ability to establish and maintain effective working relation-ships with associates, administrators and personnel in other units and agencies.
Minimum Experience and Training: One year as a Statistical Analyst 1;
or
One year of experience in statistical analysis and a bachelor's degree including or supplemented by 12 semester hours of course work in statistical theory or in courses placing major emphasis on the application of statistical methods to specific subject matter fields. Appropriate graduate study in statistical theory or methods, mathematics or a related field may be substituted for the required experience on a year-for-year basis;
