DEVELOPMENT COORDINATOR (Housing) L0450
Definition:
This is administrative work relating to the planning and engineering processes in the development of housing authority programs.
An employee in this class reviews and approves plans and specifications for appropriateness of design, cost standards, compatibility of design with intended purpose and accepted construction standards. Work involves estimating time, labor, and materials for the alteration or construction of housing authority facilities. Work includes development of construction standards and coordinating and following up federal or state grant projects. Of significance in this work is planning for present and future facilities and consulting with housing authority officials, consulting architects and engineers. Work is performed under the general direction of an administrative superior but the employee is responsible for final review of plans and specifications for the construction or alterations of facilities.
Examples of Work Performed:
Reviews architectural, structural, civil, mechanical and electrical features of proposed construction or alterations of existing facilities; checks completed review to ascertain that the review is appropriate and proper; discusses changes needed with housing authority officials and consulting engineers.
Reviews inspection reports on projects in progress and upon completion; discusses with engineers changes needed for approval of projects; recommends approval where changes are warranted.
Sets up standards for selection of consulting firms.
Reviews building service orders for repair and alteration work and computes an estimate of costs to ascertain which repair orders will be serviced by housing authority maintenance crews.
Develops a planning program for present and future facilities.
Responsible for contract compliance including daily inspection of work in progress and regular reports as required by the Department of Housing and Urban Development.
Performs special projects of varying complexity such as gathering data for estimates on non-building maintenance work and preparing reports on findings.
Performs related work as required.
Knowledges, Skills, and Abilities:
Knowledge of modern engineering methods and practices used in the design, construction and alteration of buildings.
Knowledge of administrative methods and
practices, especially as they apply to engineering review of plans and specifications for buildings.
Knowledge of current developments in the building construction field.
Knowledge of trade practices, methods, materials, and tools used in all phases of building alteration and repair.
Skill in making engineering computations.
Ability to learn state and local regulations applicable to the construction and alteration of buildings.
Ability to apply engineering and administrative knowledge to the resolution of major technical construction problems.
Ability to develop a total planning program for the housing authority.
Ability to make, interpret, and work from technical repair and alteration specifications, sketches, and plans.
Ability to establish and maintain effective relationships with associates, contractors, and the business public.
Minimum Experience and Training:
Two years of civil, electrical, mechanical, or architectural engineering relating to major structural projects;
and
A bachelor’s degree with major courses in engineering, preferably architectural, or civil;
or
Any equivalent combination of experience and training.
