REHABILITATION ADMINISTRATOR (Housing)  

 

Definition:

This is responsible administrative work in promoting and facilitating a program for moderate rehabilitation of rental housing units by private entities. An employee in this class plans, promotes, and administers a program of moderate rehabilitation of privately owned dwellings for rental to low income, minority, and elderly people as provided for in the Housing and Community Development Amendments of 1978.

Under the direction of an administrative superior, an employee in this class performs the administrative tasks in creating and promoting a program to rehabilitate private units to a moderate degree. Moderate rehabilitation is distinguished from existing and substantial rehabilitation by a minimum/maximum range of expenditure for renovation as stipulated in the Housing and Community Development Amendments. An employee in this class must interpret the guidelines from HUD, access local housing patterns and trends and create a program where privately owned dwellings are renovated to accommodate those individuals qualifying under federal criteria. Applications from owners are processed and evaluated to determine economic feasibility and construction soundness. In addition, applications from prospective tenants must be evaluated and a list of eligibility maintained. The employee must meet with financiers, private owners; members of the community and staff to accomplish program goals. An employee may supervise a small clerical and/or technical staff.

Examples of Work Performed:

Collects, organizes, and evaluates local housing conditions, housing market trends, and community development plans in order to plan strategies to meet objectives stated in HUD guidelines.

Develops a set of policies and procedures, consistent with HUD policies, for the application process to facilitate prospective owners entering the moderate rehabilitation program.

Promotes moderate rehabilitation by preparing and reviewing advertising material for media such as news releases, brochures, booklets or exhibits.

Evaluates applications to determine consistency with HUD guidelines, economic feasibility and general construction soundness.

Consults with housing inspectors and contractors to assess costs and monitor the progress of work projects.

Directs a staff of technical and clerical assistants involved in recordkeeping and correspondence.

Provides advice through meetings or correspondence to owners, lending institutions and local governments about moderate rehabilitation.

Compiles periodic written reports concerning program status for administrative superiors.

Maintains a list of eligible renters, based on moderate rehabilitation criteria, to facilitate filling vacant or completed units in a timely manner.

Establishes and maintains a system for receiving, recording and distributing federal monies to property owners for their program participation.

Plans, organizes, and assigns work, determines work priority, sets goals, and reviews work performance.

Performs related work as required.

Knowledges, Skills, and Abilities:

Knowledge of the methods of evaluating and assessing local housing conditions, housing trends and community development plans such as site inspections, real estate assessment and records evaluation.

Knowledge of the variety of media forms to be utilized in a public relations effort.

Knowledge of the general aspects of the building and construction industry including costs of materials, contract compliance, and project management.

Knowledge of the principles and methods of employee supervision.

Knowledge of a standard system of receiving, recording, disbursing and reporting monies from government and client sources.

Knowledge of the inter-relationships between state and local building codes and zoning laws and establishing a program of moderate rehabilitation.

Knowledges, Skills, and Abilities:

Skill in writing procedural guidelines and informational material to aid in promoting and administering a moderate rehabilitation program.

Ability to interpret and implement government regulations and procedures that pertain to the moderate rehabilitation program.

Ability to promote a moderate rehabilitation program by preparing and reviewing advertising material for media such as news releases, brochures, booklets, and exhibits.

Ability to compare information obtained from prospective participants of a moderate rehabilitation program to determine compatibility with agency guidelines.

Ability to communicate ideas effectively in oral and written form.

Ability to plan, organize and supervise the management of housing authority records and reports.

Ability to implement a system of receiving, recording, dispensing and reporting monies from government to client sources.

Ability to establish and maintain effective working relationships with administrative officials, tenants and other agencies.

Experience and Training:

Five years of experience in responsible administrative work involving leasing of rental housing units and minor renovation and a high school education;

or

Five years of experience in construction of housing units involving design, cost estimating and project management with some experience in financing and contract administration and a high school education;

or

Any equivalent combination of experience and training.
