MANAGEMENT ANALYST II L0502
Definition: This is advanced technical work analyzing and developing improved managerial procedures and practices.
An employe in this class is responsible for the analysis of medium size to large organizational units, or of processes and functions which are clerical, technical, or professional; repetitive, but varied; and controlled by general directives and policies. The employe evaluates and recommends improvements in two or more of the following areas: managerial policies and practices, organization, and methods and procedures. Work may involve records and forms management, or the utilization of personnel, space, equipment, and material. Person-to-person work relationships involve interviewing a variety of employes, supervisors, and administrators to gather facts, negotiate for approval of proposals and recommendations, furnish advice, and install approved organizations methods, and procedures. Supervision may be exercised over a small number of subordinate analysts. Work is performed with independence but is subject to review upon completion by a technical or administrative superior for compliance with general instructions and policies, adequacy, and soundness of conclusions.
Examples of Work: Obtains and analyzes facts about agency operating procedures and practices and organizational structures; develops conclusions and recommendations for improvements; prepares reports of findings.
Confers with operating unit supervisors and higher level analysts on administrative and procedural problems and the development of new and improved methods and systems.
Provides for and assists in the installation of new and improved methods and systems; provides for and assists in the training of personnel.
Gives technical advice on management problems of average difficulty.
Prepares and revises procedural manuals and other instructional material.
Performs related work as required.
Required Knowledges, Skills, and Abilities: Considerable knowledge of the recognized practices, theories, techniques, and methodology of management.
Knowledge of the principles and practices of financial administration, public personnel management, public budgeting, and general services administration.
Knowledge of the application and uses of modern office equipment and appliances.
Some knowledge of the basic trends and current developments in general management.
Ability to apply established practices, theories, techniques, and methodology of management to problems of the difficulty described above.
Ability to gather, assemble, correlate, and analyze facts and devise solutions to problems of the difficulty described above.
Ability to make oral and written reports and presentations, and prepare charts and graphs clearly, concisely, and effectively.
Ability to establish and maintain effective working relationships with associates and personnel of organizational units in which studies are conducted.
Minimum Experience and Training: One year of experience as a Management Analyst I; or two years of experience in technical management analysis work and a bachelor's degree; or any equivalent combination of experience and training.
