 MANAGEMENT TECHNICIAN L0510

Definition: This is limited technical work involving the application of some of the basic principles and practices of a management discipline while participating in a county program or activity.

An employe in this class performs within one of the various disciplines such as classification, compensation, evaluation, training, systems, management analysis, and budget analysis that are represented by classification series which have multiple levels of journeyman responsibility. Work requires the limited application of one of these disciplines by utilizing pertinent standards in assessing readily identifiable data in the problem solving process. Employes analyze varied data by applying the information against interpretive standards in the formulation of a recommended course of action. Work is performed within procedural methods and prescribed guidelines toward the accomplishment of specific assignments. Employes are instructed on the prescribed purposes of information gathering and duties involve gathering and compiling the required data, analyzing and interpreting data by applying subjective standards, and preparing reports of findings. Areas of study are limited to perceiving and understanding isolated parts of the system; work does not involve the coordination of total system related information. Employes are required to identify problems and recognize appropriate solutions as a result of the analysis of data. However, the final decision on the most appropriate course of action is usually performed by a superior. Assignments include person-to-person communication with employes, program officials, job applicants, and the public. Work is performed within prescribed limits and non-repetitive assignments involving the analysis of information are reviewed in detail before implementation. Work is received through specific project assignments and reviewed for the adherence to instructions, plans, and standards.

Examples of Work: Reviews descriptions, records, charts, layouts, and diagrams to determine the propriety of the position classification, pay proposal, training profile, organization structure, processing flow, or space utilization by applying information content against appropriate standards.

Conducts surveys of limited scope where the situations and organizations reviewed are relatively stable and where the objectives, procedures, documents, and data collection techniques are defined and provided for the employe.

Determines data requirements, sources, and parameters, and schedules data collection within a prescribed time frame.

Selects random samples based on variations and irregularities of the information sources available.

Interviews, discusses, or audits by conferring with employes, program officials, or applicants to collect needed information.

Prepares documentation to summarize the existing elements of the information source under review.

Edits, compilations, tabulations, and source documents for reasonableness, consistency, reliability and comparability with parameters.

Contacts appropriate personnel to secure explanation of atypical situations, incomplete information, or inaccurate data.

Prepares reports of findings by presenting alternative approaches and recommending the most appropriate course of action.

Recognizes problem symptoms which may impact outside the area of review and confers with analysts for resolution.

Prepares and proposes standards based on analysis of data.

Prepares correspondence to other offices to request information or convey results.

Prepares documentation necessary for implementation of findings, however, the employe's supervisor deals with problems encountered in the implementation of results.

Performs related work as required.

Required Knowledges, Skills, and Abilities: Knowledge of the basic principles and practices and the respective standards of measurement applied within the management discipline.

Knowledge of modern office practices and equipment.

Ability to analyze varied data by applying the information against interpretive standards in the formulation of recommended action.

Ability to perform detailed work involving written information by preparing reports of finding according to the appropriate standards of content, clarity, grammar, and format.

Ability to study single isolated aspects of program or system parts that require a narrow span of awareness and do not involve coordination of total system or program related information.

Ability to identify problems and recognize appropriate solutions as a result of the analysis of data.

Ability to communicate effectively with employes, program officials, job applicants and the public by relating the purpose of the contact and collecting all the necessary information required for the analysis.

Ability to apply and adapt established procedures to the preparation and formulation of study findings.

Ability to learn the basic principles and practices of public administration.

Ability to read, write, and communicate orally in English.

Ability to develop and maintain effective working relationships with associates in the performance of work.

Minimum Experience and Training: Three years of progressively responsible work in the recording, compilation, and presentation of system or program related information; and graduation from high school;

or
