HUMAN RESOURCE ANALYST 1 L0541
General Concept: Journeyman level human resource work of a professional nature implementing methods and techniques in human resource programs.
Position Types:
Specialist-Analyst: This class allocation represents the first journeyman performance level. It may involve the technical interviewing of operating supervisors and employees in order to gather facts and to prepare technical analyses and recommendations. In an institutional and small department operation, there may be a combination of two or more functions but with less technical specialization than is required in a central and large department human resource office. Positions of this type and class may include specialists in recruitment, employee interviewing, job evaluation and validation, examination development, training program development and administration, conduct of orientation programs or portions thereof, retirement counseling and computations, labor relations and grievance training, employee safety, or combinations of such activities. Such positions are particularly prevalent in human resource operations of an operational nature of the various levels of departmental and region-institution-field activities. Care should be used in making allocations between this class and the Human Resource Assistant and Technician classes. Allocation to this class must meet the overall journeyman standards of this class series.
Supervisor-Chief: Positions of this type and this level generally represent a combination of technical duties which, while lighter than those of the specialist-analyst of this level, when combined with supervisory duties, warrant allocation to this level. Typical positions for example may include specialist and section supervisor duties in a hospital, other institution, or college involving one or several operational functions, such work including responsible technical duties in addition to planning, overseeing, and reviewing work of para-professional and clerical subordinates.

Required Knowledges, Skills, and Abilities: Knowledge of the basic principles, methods and techniques of public human resource administration.
Knowledge of the basic principles and practices of public administration.
Ability to read, interpret, and apply human resource revisions as stated in rules, regulations, contracts, and other controlling procedures.
Ability to gather, assemble, correlate, and analyze facts and to prepare technical analyses and recommendations.
Ability to prepare technical reports of field investigations.
Ability to apply the principles and techniques of human resource administration to a variety of occupational groupings and to human resource functional processes.
Ability to read, write, and communicate orally in English.
Ability to develop and maintain effective working relationships with associates, supervisors, operating and staff service officers, representatives of employee organizations, employees, and members of the general public.
Minimum Experience and Training: One year of experience in the performance of technical human resource duties; and a bachelor’s degree.
