HUMAN RESOURCE ASSISTANT (Housing)

 

Definition:

This is clerical and limited technical human resource work of an introductory nature.

An employe in this class performs clerical and limited technical duties in the field of human resource work. Work involves maintenance of human resource records, employe benefits and human resource transactions management, and other activities which provide familiarity and understanding of the human resource system. Work involves person-to-person communications with job applicants, employes, program officials, and the public to gather and impart information. Of critical significance is the development of the capability to recognize the need for appropriate action as a result of the analysis of data. Duties are performed with increasing independence as competence is acquired. Work is reviewed to measure the development of technical knowledges, skills, and abilities. Assignments involving the analysis of information are reviewed in detail before implementation.

Examples of Work Performed:

Greets visitors, ascertains their needs, provides employment information or other information as required, furnishes applicants with required forms and assistance in filling them out, and prepares correspondence providing information about dates of examinations, and test results.

Maintains files of class specifications, updates classification and compensation plans, maintains log of human resource actions, maintains files of job descriptions, and obtains and compiles salary data as basis for pay recommendations.

Performs varied clerical work in the administration of the human resource program in such areas as resolving non-payment of health insurance, retirement annuity, and workmen’s compensation; prepares correspondence to insurance companies, employes, agency officials, and the public to give information or resolve misunderstandings; performs clerical and limited technical support tasks in counseling employes, searching files, reviewing pertinent literature, compiling data, and preparing preliminary drafts and summaries.

Maintains human resource file for each employe of the housing authority.

Maintains the leave accounting system of the housing authority.

General administration of the employe benefits program including orientation and counseling of employes.

Interprets human resource rules, regulations, and procedures.

Performs related work as required.

Knowledges, Skills, and Abilities:

Knowledge of individual and group behavior and ways of working effectively with people.

Knowledge of the anxieties and other special problems of tenants.

Knowledge of good English grammar and expression at the level acceptable for high school graduation.

Ability to perform basic arithmetic computations using addition, subtraction, multiplication, and division, including the use of decimals and fractions.

Ability to read and comprehend human resource procedures, rules, and regulations.

Ability to analyze information, initiate appropriate action, and formulate recommended solutions in accordance with prescribed policy and procedures.

Ability to apply the above listed knowledges and abilities to the work situation.

Experience and Training:

Two years of clerical, public contact or demonstrated community leadership experience which involved obtaining, providing, and evaluating information concerning employment opportunities, employment conditions, or employability;

or

Any equivalent combination of experience and training.
